Pakistan didnt had a lot of thing when it was formed.
So there is no surprise about national anthem.
It had many other priorities to meet first, so probably that delayed the national anthem selection process. Unlike India which inherited majority of signs, symbols and songs of the independence struggle.

Infact even England doesnt have it till now
They have national anthem for UK
