Pakistan is technically, yes but some of these work against it:
Nuclear prolification (well documented and acknowledged by Pak)
Tendency to get hired for money (Afghanistan jihad for petro and US $)
Leasing assets (gwadar to China 30-40 years?)
Overall, Pakistan lacks strong civilian governance to be assertive about its claim to be a part of NSG.

For NSG its quite simple, Pakistan and India both gets it at the same otherwise no one gets it.
Pakistan dosent need NSG that much either, we can get pretty much anything from china and at the rate which can be countered by none.

This is exactly China's position on the matter. Either both India and Pakistan become members of NSG or neither.
