I actually think Saudia is liable but in a more indirect way - vicarously. By nurturing certain type of very political Islamism minus any self correcting reasoning Saudia has done much to wreak havoc in many Muslim countries with some of the effects hitting the West as well. The real issue is political. If USA decides to turn on any country and the dogs of hell are unleashed then even if there is no legal case a case will be made and on the contrary where there is a case convenience will see to it that it is overlooked.
Going to specifically Pakistan there is no way on earth USA would do what your suggesting unless Pakistani state was directly implicated in some mass terrorist attack on American soil like 9/11. The reasons are simple:-
(i) Pakistan is a major nuclear power and the results of any clash with USA would extract huge price for any external party - granted Pakistan would also suffer. However a clash with Pakistan would not be like Iraq or Syria. The consequences of giving grief to Pakistan would send ripples across the world. That is why President Obama said that Pakistan gives him nightmares.
(ii) Despite what you might hear the Pakistan elite and ruling class is product of British imperialism and that includes all major pillars of the state like the military. This class has very strong connections with the Anglo-Saxon world that includes US. It is because of this historical connection and relations with this class Pakistan was able to develop nuclear weapons where others dare not even buy a nuclear X-Ray machine.

Generations of Pakistan elite go to American or British universities. The military sends it's top officers to Sandhurst or West Point. Every new entrant to the elite class including even Mullah's send their childremn (including daughters) to UK or US. This builds up connections at the top between these two worlds that create pathways of influence out of sight of the general public.
