As for the smudging issue, have you seen that image which shows how to fold ballot paper, fold it sideways, not top down.

Yes, sir, I was there at 8 am and I saw officers in uniform in the voting line and many officers were accompanied by their wives and families. Indeed, the infographic shows a paper that is longer but the papers we got were so big that even if you fold it sideways or laterally it would smudge the other symbols. I folded it from the symbol of the Bat so if there was any smudging it would stay on the symbol of the bat. I advised others to do the same.
