Pakistan, China, Russia agree to expand talks on Afghanistan and include Afghanistan also

ISLAMABAD: Russia, China and Pakistan on Tuesday agreed to expand their tripartite consultations on Afghan conflict and include other countries, including Afghanistan, after Kabul objected to its absence from the regional discussions.

“The parties agreed to proceed with consultations in an expanded format and would welcome the participation of Afghanistan,” a joint statement issued after a meeting of the senior officials of the three countries said.

It was the third round of talks between the three countries on “deteriorating situation in Afghanistan”, particularly the rise of the militant Islamic State (IS) group also known by its Arabic acronym Daesh.

Kabul objects to exclusion from tripartite meeting
The previous two rounds of the tripartite meetings were not publicly disclosed. The third meeting was announced by the participating states in an indication of their growing confidence in their cooperation driven by the fear of IS gaining a foothold in Afghanistan. The announcement of the talks, however, annoyed Kabul, which questioned the effectiveness of a process on Afghanistan without its representation.

A spokesman for the Afghan Foreign Ministry, Ahmad Shekib Mostaghni, while speaking to media in Kabul cautioned that no initiative relating to Afghanistan could succeed without its involvement. “Even if such talks are organised with goodwill, [they] cannot yield any substantial results because no one from the Afghan side is there,” he said in a diplomatically couched criticism of the trilateral meeting.

The meeting had provoked a storm of protest from Afghan leaders, who saw it as “meddling in Afghanistan’s internal affairs”, “illegitimate” and “dubious”. Speaker of the lower house of Afghan parliament Abdul Rauf Ibrahimi had asked the government to seek a clarification from Moscow about the meeting.

Meanwhile, Russia is also supporting Iran’s entry into the relatively new process. Tehran has been Moscow’s ally in the fight against IS in Syria. In a separate troika formed last week, Russia, Iran and Turkey reaffirmed “their determination to jointly fight the IS”.

Washington had felt upset over not being included in that anti-IS bloc and is now uncomfortable over being left out from the three-way deliberations on the situation in Afghanistan.

The tripartite meeting on Tuesday expressed concerns over the increased activity of IS in Afghanistan.

Russians believe that protracted conflict in Afghanistan has left ungoverned spaces there, which are being taken up by the IS fighters returning from Iraq and Syria, where the militant group is on the retreat.

According to the Voice of America, Russia’s ambassador to the United Nations, Vitaly Churkin, told the UN Security Council last week that the deteriorating security situation in the country had encouraged the IS militants fleeing Syria and Iraq to look to Afghanistan for shelter. He said they would eventually pose a threat to Russia through neighbouring central Asian states.

FO spokesman Nafees Zakaria, while sharing Pakistan’s position at a recent media briefing, said: “Afghanistan is infested with most terrorist organisations due to the instability there, which has created space for these terrorist elements. These are the facts which are known to all.”

Peace talks
The three countries reiterated their support for reconciliation process in Afghanistan. “The participants agreed to continue their efforts towards further facilitating the Afghan-led, Afghan-owned peace and reconciliation process in Afghanistan according to the known principles of reintegration of the armed opposition into peaceful life,” the joint statement said.

“The Russian Federation and the People’s Republic of China as the UN Security Council permanent members confirmed their flexible approach to delisting Afghan individuals from the UN sanctions lists as their contribution to the efforts aimed at launching peaceful dialogue between Kabul and the Taliban,” the statement further noted.

The position on delisting looked to be a snub for Kabul that had last month asked the United Nations to add Taliban’s new leader, Maulvi Haibatullah, to its sanctions list.

Russia, China, Pakistan Call For End To Sanctions Against Taliban

Russia and China reaffirmed their readiness for flexible approaches to the prospect of excluding certain individuals from the list of sanctioned persons.

Russia, China and Pakistan have agreed to work together to get Afghan Taliban individuals delisted from the UN sanctions list.

According to a press release issued by the Russian Foreign Ministry following Tuesday’s meeting in Moscow between the three countries, delegates also met with Russian Deputy Foreign Minister Igor Morgulov.

The statement indicated that “Russia and China, as permanent members of the UN Security Council, reaffirmed their readiness for flexible approaches to the prospect of excluding certain individuals from the list of sanctioned persons as part of efforts to promote a peaceful dialogue between Kabul and the Taliban movement.”

Pointing towards what they said was a “worsening security situation in the Islamic Republic of Afghanistan” the delegates said they were “especially worried about intensifying activities by extremist groups in that country, including the Afghan branch of ISIS (Daesh).”

According to the statement, the participants agreed to continue efforts to assist in furthering the national reconciliation process in Afghanistan, based on the key role of the Afghans - “in line with the principles of integrating the armed opposition into peaceful life.”

The participants agreed to continue consultations in an expanded format and said they would like to see Afghanistan take part.

This was the third round of trilateral consultations on regional problems – with the focus on Afghanistan.

Kabul was not however invited to any of the meetings – a move that sparked strong reaction.

This also comes after Afghan President Ashraf Ghani last month asked the United Nations to add the name of the Taliban’s new leader, Haibatullah Akhundzada, to the sanctions list.

Earlier on Tuesday, Afghan Foreign Ministry Spokesman Ahmad Shekib Mostaghni said Kabul had not been properly briefed about the Moscow meeting.

"Discussions about the situation in Afghanistan, even if well-intentioned, in the absence of Afghans cannot help the real situation and also raises serious questions about the purpose of such meetings," he said.

Countries are tired of a nagging old man in charge of an opium empire. Every neighboring country only cares about its own security first. Countries are building a fortress around Afghanistan.

Afghanistan’s Foreign Minister Salahuddin Rabbani will visit Russia to discuss bilateral cooperation between Kabul and Moscow.

The Ministry of Foreign Affairs (MoFA) said Minister Rabbani will visit Moscow on an official invitation from his Russian counterpart Sergei Lavrov.

According to a statement by MoFA, Minister Rabbani will meet with his counterpart on Tuesday and will have in-depth discussion on various issues.

The statement further added that the two sides will hold talks on political, technical, military, economic, trade, cultural issues.

The two sides will also hold talks on other issues including the shared security challenges and issue of the drugs, the statement said, adding that the issue of mutual cooperation on international conventions and conferences will also be discussed.

The planned visit by Minister Rabbani to Russia comes as reports emerged recently suggesting growing contact between Russia and the Taliban group.

On the other hand, a trilateral meeting between Russia, Pakistan, and China took place last year last which together with the alleged contact between Moscow and Taliban sparked furor among the Afghan officials.

China’s Special Representative for Afghanistan and Pakistan has said negotiation is the only way forward and the issue has been shared with the Taliban group during the contacts the Chinese officials had with the group.

In a meeting with President Mohammad Ashraf Ghani, the Chinese envoy Deng Xijun, said Beijing has always emphasized on the recognition of the legitimacy of the Afghan government and the elected Afghan President.

He said the Taliban group has been encouraged to join negotiations and talks are underway with Pakistan to revive talks in the framework of the Quadrilateral Coordination Group.

Xijun further added that the Chinese government will participate in all meetings that help bring peace and stability in Afghanistan, emphasizing that their presence in Moscow summit was also aimed at the same.

According to Xijun, the concerns of the Afghan government and people were shared during the meeting with the Russia and Pakistani officials.

He also added that the presence of the Afghan government’s representative in the next meetings was also discussed and emphasized upon during the meeting.

In his turn, President Ghani hailed China for their support to Afghanistan, specifically in peace efforts and added that the Afghan government is keen to boost regional cooperation, thanking China for their support in transit sector.

President Ghani further added that the conclusion of peace process with Hezb-e-Islami shows the capacity of the Afghan government to hold peace talks with the militant groups.

He said the Taliban-led insurgency encourages other militant groups to start activities in Afghanistan which puts the regional stability and China in danger.

President Ghani said the recent attacks in Kabul, Kandahar, and other provinces shows that the militants have adopted enmity with the Afghan people.

The former Afghan President Hamid Karzai has called on US to revise its Pakistan policy and persuade Islamabad to end its ‘policy of safe havens to terrorist groups’.

Speaking at The Hindu’s first “The Huddle” conclave in Bengaluru, the former Afghan President said “I love the people of Pakistan, but its military supports terrorists and extremists across the border from us. The U.S. must stop this.”

In other parts of his speech, Karzai said he is hopeful that there would be an opportunity for the U.S. to reverse its policy on Afghanistan under the new U.S. President Donald Trump, particularly with better U.S.-Russia ties.

Karzai had earlier suggested that President Trump must first re-analyze and re-evaluate what had gone wrong in the past in order for his administration employ actionable policies in the region.

Pointing towards Pakistan’s interference in Afghanistan, Karzai said peace Afghanistan can be achieved “by being clear with Pakistan, first.”

The former President further added “Second, by seeking the cooperation of Russia, China and India. Mainly, especially Russia here, because Russians are very suspicious now of what is going on.”

The remarks by Karzai came as the top US commander in Afghanistan General John Nicholson said the Taliban and Haqqani network leaders are enjoying freedom of action within Pakistan safe havens.

“The Taliban and Haqqani network are the greatest threats to security in Afghanistan. Their senior leaders remain insulated from pressure and enjoy freedom of action within Pakistan safe havens,” he told the Senate Armed Services Committee on Thursday.

The Afghan officials have long been criticizing Islamabad for remaining reckless to act against the Afghan militant leaders using the Pakistani soil for planning and coordinating attacks in Afghanistan.

The Afghan and Russian officials are expected to hold talks on host of issues including counter-terrorism and improvement of bilateral ties between Kabul and Moscow.

National Security Council spokesman Tawab Ghorzang said “Mohammad Haneef Atmar, National Security Adviser of the Islamic Republic of Afghanistan will leave Kabul for Moscow, the capital of Russian Federation for a 3 day official visit starting from 16th March until 18th March 2017.”

He said “During his visit from Moscow, he will meet his Russian counterpart Mr. Nikolai Patrushev, Foreign Minister Sergey Lavrov, and Defense Minister Sergei Shoigu.”

“NSA Mohammad Haneef Atmar will hold detailed talks with the above mentioned Russian officials on fight against terrorism, peace and stability in Afghanistan,” he added

According to Ghorzang, the two sides will also discuss bilateral relationship between the two countries.

This comes as Russia is concerned of the growing activities of the militants affiliated with the Islamic State of Iraq and Syria (ISIS) terrorist groups amid reports Moscow is eventually holding talks with the Taliban group in a bid to counter the influence of the terror group to further expand towards the Central Asian States and Russia.

In the meantime, the commander of the US forces in Afghanistan and the NATO-led Resolute Support Mission commander General John Nicholson expressed concerns last month regarding the growing interferences by the regional countries in Afghanistan, including Pakistan, Iran and Russia.
