Not just Australia, USA and EU have restricted Pak mangoes access also for the same reasons.Pakistan is currently an exporter of raw products which don't fetch high prices. We need to shift to exporting finished/processed products. These will mean building more factories which will result in higher employment and in turn will fetch higher prices.
I will give one example, Australia has banned fresh mango imports from Pakistan due to the fear of the mango bark beetle that could ruin their local mango industry. A way around it is to have the mangos processed by canning and this way Pakistan can access the Australian market as well.

FBR restructuring should be done immediately to increase TAX NET, and I agree that everyone should be paying Taxes but there are also other ways to help the economy. for example, we need to increase our manufacturing section and services, tap into tourism industry including medical tourism.
Fruit canning would be great, also seafood and meat processing plant need to be build to exporting those.
Saudi Arabia is currently importing machine slaughter Chickens from France and Brazil. We can export halal meat to Arab countries.
Malik Raiz was suppose to develop Bundle Island with the help of foreign investors. I am not sure if it's still an option.
Another thing is we sell alot of raw cotton or cotton yarns. We should stop selling those and instead only sell garments. Also Pakistan should import good quality wool from Australia & NZ and make woolen garmets and export them.
There are many things that Pakistan already has the machinery and skilled labour for, just need to expand them to import raw products from and export finished products. Furniture also comes into mind. Currently Pakistan only sells furniture made from local timber. Instead it should import timber sourced from the target countries. for example there is timber from Jarrah and Marri trees which is not found anywhere else in the world except in Western Australia, and Australians love furniture made from wood of these trees and they fetch premium prices too.

Yes this is the way to go for highly populated countries like we have in asia ... For less populated area service industry and hi tech mechanised industries are suitable...Is it same what Indians are doing? like Make in India.
