It's like saying Russia build, launch and operate satellite solely and call it "gift" for UN security council nations. Will US and other security council nations accept it?
How absurd does this sound...why would Pakistan let india build and operate a satellite?, who knows what devices are installed in it that could be gathering Intel on Pakistan.

Even if i ignore the fact that Ku band is used for broadcasting and Pakistan needs point to point communication within Pakistan or from Pakistan to any other SAARC nation securely, even then with replication and bugs built into satellite, it can be done through IPsec.

For encryption it can use Data Encryption Standard (DES), Triple Data Encryption Standard
(3DES), and Advanced Encryption Standard (AES).
For authentication it can use Hash-based Message Authentication Codes (HMAC).
If you use 128 bit encryption AES , that's too much to break. Realistically, the loophole would be someone giving key to India through HUMINT, not through deciphering by brute force.
