That's a paradigm shift for the Pakistan Army. The prerogative for framing foreign policy and security is of the Army which has been the case since 1947. How come the sudden change in thinking? Seems the Army has finally realised the importance and need for more stake holders in such matters for viable and coherent foreign and defence policies.
No army want to shut the blame doors for our incapable politician, they want these looters to be held responsible for their action and not all the blame goes to army. When they dont make any policy and leave foreign policy on army just like it has been for last five years. now army wants it on paper in black and white
