According to sources the document prepared by Pak Army says military leadership cannot devise defence policy alone.


Army is facing some problems due absence of a national defence policy, it says.


It has been suggested that all stakeholders, including government, must evolve a joint defence policy.


It is for the first time in the history of Pakistan that such a policy has been announced by army.


Pak Army has given written shape to the policy in the form of a document comprising 13 chapters.

An impressive move.

A very impressive move. Although Pakistanis have been united through patriotism, it was post-facto patriotism, patriotism in the face of events that had already occurred, events that had been plotted and planned in the utmost secrecy months, sometimes years before. We must hope that involving the people, the 'stakeholders', in forming the national policy, there will be a clear elimination of the adventurism and the commando attitude, using the word in the sexual sense as well as in the normal sense, that marked many earlier decisions and developments. If this is the thin end of the wedge, we may even hope to see a repudiation of the concealed encouragement of terrorism which is sponsored by state organizations.

Let us hope that this glasnost will eventually lead to perestroika.

That's a paradigm shift for the Pakistan Army. The prerogative for framing foreign policy and security is of the Army which has been the case since 1947. How come the sudden change in thinking? Seems the Army has finally realised the importance and need for more stake holders in such matters for viable and coherent foreign and defence policies.

Sadly, no.

Steel industry, first, then information technology industry, with a major involvement in national defence related matters, perhaps there is a second shift coming up, to the education and human resources industry.

I think its more to do with the fact of realization that India's Quantitative edge over Pakistan is insurmountable and thus negating any changes to launch an Offensive War.

Thus the strategy has shifted to a Defensive one. The civilian government could be used to draft a national policy on draftees and reservists who could be sent to the frontline in a stop-gap measure and utilize the government's resources in times of war.

What if the policy does not suit PA interests ?

Surely there must already be a policy on reservists etc .

Army is already admitted that her 50 years of policy is damn FAILED! now they want support and collaborate with those people who are itself so called "pedawar" birth in Army agenda's. Impressive development but unfortunately too late and very dead move at least right now with present scenario where not a single political party agreed on 1 single issue.

Pakistan's policy was always defensive one, no change here!
The thing that is reported that now army is keen to involve all concerned institutes in the policy making. It is not that the government or national resources were not at there disposal before. Only thing new is that we will be seeing more involvement of stalk holders. This is a goo thing considering that people will have there say and the system will be more transparent, this will help build the image of PA.

All your analysis is based on a typical Indian mindset towards Pakistan. Pakistan is not an adventurer country nor we support terrorism. These are cornerstone of Indian policy towards its neighbors. Your involvement in East Pakistan 1971 is now a well known "naked terrorism" example. I can give u dozens more examples. So plz dont interfere in our matters. Its our country and we know how to defend ourselves.

Yes, right thinking. A Defence Policy is much of an intellectual effort. Such a policy must flow from Pakistan's ideology, principles she holds dear and the goals the people of Pakistan have set for themselves to pursue / achieve. Defending ideals and principles are as important as defending territory.
