It is available in National Library in Islamabad, but not sure about any online copies, the latest edition was published in 2010 with focus on the Cold start doctrine i guess.

The green book is not a "for public" type of publication. Its primarily meant for serving/retired officers. Aside from services libraries and the one at the NDU, I doubt any of the local book stores carry these.
