And by that I mean, no every drop, but the flow will be reduced so that Pakistan enters into an agrarian crisis. It will be released and part will be flooded but not in a devastating manner. Such things are well calibrated you know. Its a leverage/Deterrence and if I may say so, way better than what the Nuclear Bomb provided to India because it cant be matched by a lower reperian state like Pakistan. My twp cents.
