Pakistan targets civilian areas along border deliberately?

The Army and BSF have been returning heavy fire leading to injuries across the border. "It is to put us on the back foot that shelling on civilian areas is done. When locals get injured, they ask us to stop firing. Because the more we fire, the more shelling will happen from across the border. We maintain good relations with the border population and can't ignore their pleas," said a BSF officer.
Interestingly, this tactic is adopted by Indian forces too when ceasefire violations continue for too long. When civilian areas get shelled on the other side of border, Pakistan Rangers come under pressure and stop firing. It's the civilians on both sides of the border who suffer, the officer said.
Both countries have already expressed displeasure with each others' actions through diplomatic channels. Even PM Narendra Modi had broached the subject of ceasefire violations during his brief meeting with Pakistan PM Nawaz Sharif.
Sources said there was no unusual trend in the rising number of ceasefire violations in the past couple of months. "Every year, during this time, ceasefire violations and infiltration attempts increase as the snow has melted. Heavy firing in the past few days is also consistent with Pakistan's response to approaching Independence Day. Every year, around August 15, there is heavy firing and shelling on the border," the BSF officer said.
