Pakistan won't have to fight a war since India just wants to stick to low intensity terrorism war as it can't engage Pakistan in a total war.
We will not go for war just to please someone on PDF, we will go for war if it becomes necessary. India by nature avoids war and rightly so because war means more poverty less growth. However, if red lines are crossed India will go for war.
India is unwilling to put huge money needed for war to address a minor incidence which does not cross red lines of war. This is exactly what Pakistan tries to take benefit of, they know India will most likely not engage in full scale war and hence takes risk with India. So war for a small issue(comparing to size of war). India will continue to make that decision not to fight the war.
However this does not mean Pakistan is better prepared, as far as finances are concerned it is no where close to India. They might have weapons that some of the people here boast about. Like this gun than gun etc. What they totally forget is the volume and replenishment that will be needed. Remember Kargil where they were saving their F-16 due to supply issues.
Now lets deal with something where red lines is crossed and war cannot be avoided by India. Again, example is Kargil. In that case we do go for war because even if there is a price to be paid we are willing to pay.
So bottom-line Its both ways, India is not willing to fight a war and so is Pakistan not having the appetite to cross the red line (like attacking India). So what you were trying to prove that it is weakness of India,
Pakistan is even weaker. We responded when you took over Kargil situation was same, you were on heights.
What did you do for Siachen? Heard this many times over that India does not guts to attacks, just saying that you did not even have the guts India has.
