Says who ??? Those who surrendered within 13 days without even giving a decent fight ??? Those who are afraid to capture or recapture Siachin because few Indian's are sitting on a higher altitude, while India give a good fight scaling difficult heights to the intruders well entrenched on a higher altitudes in 1999.
