Cyber command must be headed by some real experts in relevant filed ...not less than a Phd......with proven offensive Cyber OPs expertise ....... please.

Why MUST be headed by "PhD". Real Experts are in Corporate World and they are not PhD's. PhD's are researchers in Academia. Cyber Command is not for research, it's always an attacking force. It's a Delima we can't attract Real Experts from Commercial/Corporate works into Def/Gov due to these requirements.
