PAC asks why Sindh govt is funding PAF base’s construction

The Sindh Assembly’s public spending watchdog on Wednesday asked the provincial government to explain as to why it had agreed to fund a proposed Pakistan Air Force (PAF) base in Benazirabad district (formerly Nawabshah) from the provincial exchequer.

The Public Accounts Committee (PAC) was prompted to make the inquiry when the Sindh Director General Audit Ghulam Akbar Sohu revealed that the provincial government was providing Rs419 million for the construction of a PAF base.

He contended that the provincial government could not spend its money on the base as all military installations were supposed to be built using the defence budget funds.

PAC Chairman Sardar Jam Tamachi Unnar directed the assembly secretariat to write a letter to chief minister for this purpose.

SLMDC

Regarding the alleged fraudulent payment of Rs200 million by the newly established Sindh Land Management and Development Company (SLMDC), Board of Revenue Secretary Muhammad Nawaz Sohu maintained that the provincial government had provided Rs100 million for the operating expenditure of the company, while Rs100 million were meant for the construction of homes for the poor on the president’s directives.

Dissatisfied with his response, the PAC gave 10 days to the officials concerned to explain their position.

When the DG audit questioned the legality of the company, the land company official snapped crossly, “You [DG audit] are becoming judgemental without hearing our stance.”

MPA Ghulam Mujadid Isran pointed out that the chief minister had given orders on the matter around one and a half months ago and the PAC was supposed to submit its report to him.

The PAC meeting on the Board of Revenue affairs was held on the directives of the chief minister. The provincial chief executive had taken notice of the reports about the misappropriation of Rs280 million in land affairs and asked the PAC and Chief Minister’s Inspection Team to conduct an inquiry into the matter.

Scrutiny

The PAC refused to conduct a scrutiny of Shikarpur and Kashmore-Kandhkot district governments’ audits for the year 2011-12 as the working papers were not just provided to the PAC members late, but also incomplete.

The audit body gave a week’s time to the deputy commissioners of the two districts to respond to the objections.

Shikarpur Deputy Commissioner Azhar Hussain complained that the district education officials were not cooperating with him in providing the papers. He said the education officials were not under the deputy commissioner and that was why he could not take any action against them.

The PAC directed the assembly secretariat to bring the issue to the notice of education secretary.

The ATC at Isl airport is of PAF, so is ATC of Multan airport.

The admin though of Isl airport is CAA, while PAF Base Nur Khan is of PAF.

There is a rough boundary line dividing both the facilities, across the tarmac from the terminal there are some cones and marked differences.

but how stupid and dis-respectful would it sound when eg some one asks u "where u are"?

For me it is still Nawabshah. They just spoiled such a beautiful name of the city.

There is no airbase in Nawabshah. Only a small airport used mostly for royal hunting trip flights. Although there are some shelters for jets

More than a airbase, this is going to be a second PAC to take the workload off the facility in Kamra.

It is being constructed on the airport site if I read correctly some times back.

Its being made a second PAC so that the PPP may profit from it through its current government handing out contracts and at a later stage brag about creating jobs there.

So that is why Sindh govt. is issuing funds...makes all sense in that case!

But a new project like this has to be initiated with a valid reason...no ?

So PAC has no current issues?
