Lockheed Martin [NYSE: LMT] signed agreements today with two Turkish companies to collaborate on training solutions for coalition military personnel and the production of PAC-3 Missile single canisters. The partnerships were confirmed at the 31st Annual Conference on U.S.-Turkish Relations in Washington, D.C.

In the first agreement, Lockheed Martin expands its collaboration with Havelsan, Inc., to identify and pursue opportunities to provide training solutions in the United States, Turkey and around the world. The agreement includes training technologies for electronic warfare, flight, land vehicle and artillery service members. The agreement also includes wildland fire suppression simulators for military or civil firefighters.

Havelsan has developed a number of cost-effective technologies that complement Lockheed Martins student-centric training methodologies, said Jim Weitzel, vice president of training solutions for Lockheed Martins Global Training and Logistics business. The collaboration will offer customers more value for preparing professionals under the most realistic conditions.

Havelsan sees tremendous potential to provide technologies developed by Turkish industry to customers all over the world in collaboration with Lockheed Martin, said Alparslan Kuloglu, director of marketing and business development for Havelsan. The ingenuity of Turkeys technologists and Lockheed Martins experience developing training systems make an attractive combination.

Lockheed Martin and Havelsan are currently working together to provide the Turkish Air Force with high-fidelity F-16 full mission simulators as well as weapons and tactics trainers.

The second agreement, with Turkish missile manufacturer Roketsan, will enable the company to become a supplier of PAC-3 Missile single canisters. With technical assistance from Lockheed Martin, Rokestan will provide production line development, special tooling design and fabrication, production planning, first article inspection, qualification hardware and delivery of new one-pack missile canisters for sale to the Government of Turkey.

The United States and other international PAC-3 system customers have expressed interest in the new single canister launch system, to replace existing four-pack canisters, enabling more flexibility of the PAC-3 system in the field.

Roketsan will provide a proven legacy of air and missile defense solutions to the PAC-3 system, said Orville Prins, vice president of international air and missile defense business development for Lockheed Martins Missiles and Fire Control business. This agreement will provide long-term capacity and growth for Turkish industry and will make Roketsan a Lockheed Martin certified supplier of single canisters, supporting PAC-3 sales to Turkey, and other potential customers to include the United States Army.

Being a system house for missile and rocket systems design and manufacture for more than 20 years, Roketsan has evolved from a national supplier to an international market player, said Selçuk Yaar, president of Roketsan. By using its expertise and knowledge gained from many national and international programs in designing and producing high technology rocket and missile systems, Roketsan will be a strong supplier to Lockheed Martin. With this strategic partnership Roketsan will also help Lockheed Martin to maximize the logistic advantage of being close to the area where there is potential increase in the demand for air defense systems.

Sounds like a great deal for turkey. I was thinking they will select Aster 30 to collaborate with other EU countries and full technology transfer. Looks like U.S. wants to collaborate with Turkey and reach out to Central Asia, Middle East and Africa.

Wonder how PAC-3 compares to Arrow missile?
 
Does it include technology transfer ? doubt USA would accept it and its pretty much waste of money to just buy wşthout technology transfer.
 
Told you that these akp goverment is nothing else but a watchdog for USA. Always looking for USA always financing and give them money so they can build up their strenght. They could better invest with that money in own technology and development but they looking always for ready weapons. And then talking about we are islamic one minute for palestine. Great. The money you give to USA will go back to Israel for their defence agains muslims.

This is how the politics going on this is how the world suffers from emperializm. Revolution be needed. Not only to Turkey but to the whole world.

Read the article, We are training with Lockheed martin with PAC-3 systems. Obviously this is a sign that the PAC-3 will be chosen, Even though i dont like it to, it is what it is.
 
I agree with LegionnairE, this is still a good deal for Turkey. Turkey will get to learn from LM's expertise in missile technology and will recover its money in sales in few years. Hopefully with the knowledge gained turkey can indigenously develop another program similar to Arrow Missile and share the technology with allies.

Technology transfer wasn't included into T-Loramids requirement and Turkey just demands complete system directly from a source but In following process of this program, especially with involvement of MBDA with great TOT, Other companies that feel themselves favour in this tender, has to play their cards.

At present, Despite It isn't known wheather Some part of Missiles will be produced in Roketsan or not but;

Aselsan started manufacturing Mast role antenne section of Pac-3 for other countries...
Roketsan started manufacturing control actuation section of Pac-3 missiles.
Now, Canisters will be produced by Roketsan...

Mentioned new canister Roketsan will produce for all Pac-3 costumers..

If missile section is also included into TOT, Then PAC-3 will really deserve to be choosen for Turkish industry...

If I understand correctly, you have stated that Turkey will be making certain components of the missile system and may not be making the making the actual missile section. I thought the main goal for Turkey was to learn the knowhow of missile technology and not just buy it from other countries. I have no doubt that Turkey can recover the money in future sales to PAC-3 customers.

Excuse my ignore, I am new to these forums, does TOT mean technology transfer?

Is my understanding correct?

If transfer of technology is not available then what is the reason that Turkey choose PAC-3. Its definitely not U.S. pressure because from the past deals we have Turkey declined contracts to U.S. companies.
