What a tragedy I just realised Brig Muhammad Khalid has gone to my heart aches further .

Because you have limited lift capabilities so you use it sparsely.
Especially at a time fo financial crunch and resources put towards flood relief.
Even important is the fact that the govt lift capabilities for disaster relief, transport etc is basically non existent and they rely on the armed forces for it

lack of resources.. cant afford too many separate transports. see the 17 August 1988 aircrash that resulted in the death of top brass of Pak army bar the deputy.
