ISLAMABAD: Interior Minister Chauhdry Nisar claimed on Thursday more than 1,000 intelligence operators came to Islamabad under the guise of International Non-Governmental Organisations (INGOs) during the previous government’s rule.

“Around 1,000 intelligence operators visited the country and got visas in the name of international aid groups in the previous government’s rule,” Nisar said, while addressing the National Assembly.

“All these operators were working with hostile intelligence agencies,” he added.

Nisar was responding to a call-attention notice by JUI-F Senator Hamdullah and PPP’s Saeed Ghani, addressing various statements about INGOs particularly Save the Children.

Criticising the previous government, the interior minister said the people who raised the slogan of ‘Pakistan first’ never dared taking actions against these INGOs.

He asserted that several INGOs were involved in anti-state activities which were not halted by the previous governments. Nisar said his ministry on request of the Economic Affairs Division sealed the office of Save the Children.

The government on Monday decided that its top registration body, the National Database Registration Authority (NADRA), will be utilised to maintain a central database for the exit control list and to register international aid groups.

The development came weeks after the government had restricted operations of various International Non-Governmental Organisations (INGOs) in the country, prominently among them Save the Children. The INGOs were allegedly involved in anti-state activities.

Comments like these are expected from semi literates like Nisar. If it is true that 1,000 hostile "spies" visited Pakistan under guise of INGO's tells me that they ( Spies ) were cowboys and inept. A spy is only good if he remains secret. If spy is exposed he is a spy in name only.

We need to ask Nisar why he did not arrest these incompetant spies while they were in Pakistan? If they are still there arrest them. If they have left that means he can't do his job and therefore he needs to resign promptly.

Other foreign security companies operating in Pakistan but are of no concern:
  • Salamanca Risk - Karachi
  • Hill & Associates - Karachi
^ These are low level companies and the agencies know about them, and what they do... Most of their work is corporate security.

Now leaving the issue of Blackwater and its affilifate PMC/ FSC's.... Lets come touch base on the issue of NOGs, particularly iNGO: International NGOs in Pakistan:

Whilst the US Military intervention may have been exposed in the past few years, it is my belief that this is a program that may have existed under our very noses for at least 20/30 years, perhaps even more. Let me tell you about about the work of a consortium unknown to people outside certain circles. BINGOsmc: Balochistan International NGO Security Management Consortium? For those who don't know what it's function was:

In early 2004, a group of 10 international agencies 25 based in Quetta, Balochistan formed a
consortium to act as a security network and meet periodically to exchange security
information and analysis.

An NGO security adviser was already established to support NGOs, based in Islamabad. However, INGOs raised concerns regarding the effectiveness of this initiative particularly as, at that time, most security incidents and concerns were focused in Balochistan Province.

While the establishment of Balochistan INGO Consortium (BINGO) initially improved the level of security information available, it became evident to BINGO members that additional security support was needed due to the marked differences in security capacity and experience amongst INGOs operating out of Quetta.

In May 2004, the BINGO Security Management Support pilot project was established. This was funded by DG ECHO, with Concern as the host agency and focal point for the donor, and Mercy Corps providing additional support in terms of administration and accommodation.

The BINGO Consortium convened a Security Management Committee, consisting of five members of the consortium,26 to oversee the Security Management Support project and supervise and monitor the activities of the Security Management Advisory team.

The Security Management Advisory team, made up of an international Security Management Advisor and two national Security Officers, were tasked with a wide range of security support activities including:

_ information gathering, analysis and reporting on incidents that could impact
upon the security of the operating environment of the INGOs programmes in
Balochistan;

_ coordinating security advice, information and arrangements with other
relevant actors such as UNSECOORD personnel, government authorities and
international representations;

_ assessing security in different sites within the areas of operation and potential
programme areas of the INGOs in Balochistan; and

_ upgrading security management through the provision of training and
technical advice.

In August 2005 the Pakistani authorities ordered the BINGO consortium to close and
terminate all activities.

Looking at BINGO, it has access to combined staff power of Concern, Care Af/Pak, Mercy Corps etc. It's major role of Grass Roots Intelligence Gathering, Authoring Sit Reps and Impact Assessments. Considering that INGOs operate in remote corners of Pakistan and that their personnel "social mobilizers" carry considerable clout with the locals, can speak the language and blend in no problem, it is easy for them to gather intel and bring back 1st hand information for their managers (handlers).

Where was this "intel" going, no one know's to this day. Think i am a conspiracy nut, just look at the type of talent that had worked with BINGOSMC in the past:

The above is designed, managed and run by NGOs to gather and analyse security information in Afghanistan, it's international off shoot in INSO: International NGO Safety Organisation :: INSO HOME ( much wider objective).

Coming back to Pakistan, we fail to respect the security challenges faced by foreign intelligence assets infiltrating well meaning "humanitarian agencies", for example: almost every respectable aid agency carries hand held GPS (excellent for geo caching), iridium based telephone systems (can bypass Pakistanis cellular and fixed line networks), due to their nature of work have access to highly detailed OS 1:25000 maps and detailed zonal, tribal, political, and maps at the UC level.

They have a level of trust within the community and a large workforce in the field that speaks the language and can blend in without investing a lot of money in training, acclimatization, mobilization etc.

An example of how easy it is to embed HUMINT professionals in an NGO under the guise of aid workers/expat experts...:

What did Nisar find. A note or a ledger account with 1,000 ticks under the "hostile " heading? Come on people. Comments coming out of our leaders just reflects the illiterate nature of their consumers - the Pakistani ignorent public.

I am not a spymaster. Far from it. However the two easiest ways I could get 10,000 spies into Pakistan would most certainly not be by sending "blonde Caucasians" who will stick out like Polar Bears in Arabian Desert. No the simplest and easiest is either.

1. Grab Indian's and then chute them in to places like Karachi where they would fit in better than my new shoes do. You could get 10,000 in there and there would no way to filter them out.

2.. Send in Afghan's to swim along the Afghan refugees. Again very difficult to filter out or detect.

Given that India would be more than willing to assist ( ditto Afghans ) this would be easy to do. I am not denying the possibility that there might be some spies amongst the INGOs but to get all crazy about this is pathetic.

If that was the case US or UK would regard each and every immigrant from Pakistan as potential "ISI spy". Since there are millions of US and UK citizens of Pakistan origin I can imagine some British minister saying "We are going to ban Pakistani immigrants" because we have reliable source that "100,000 spies" have got into UK under cover of Pakistani migrants".

Can you imagine that?

Yes, I know. We all know spies have the intelligence Quotient of a Rhesus Monkey so when they fill in the Visa Application they will tick Yes to 6:12 "Have you ever supported terrorist activity". Then when asked to explain said spy self admits "I was the mastermind behind 9/11 bombing and killed 5,000 people.

Give me a break ....

Lol, please spare me the lecture. You posted somthing stupid that the UK and USA don't suspect all Pakistanis living there. Sonny Jim, we are seen as the unverified threat. In the UK a Pakistani can't even become a nurse without showing cirminal record sheet from local thana and this is then verified by the local embassy and then subsequently by the Discolsure and Barring Service:

However there are at least 500,000 that is just over half million people either from Pakistan or of Pakistan origin. I certainly don't see anybody asking to ban Pakistani's coming here lest they be spies.

I certainly agree with this policy. That's the differance between banana countries and stable countries. My brother applied for job as social worker. All his background was checked. Nurses, teachers or anybody who might come anywhere near vulnerable people have to get CBR checked. This is NOT specfic to any community but broadly designed to protect for example patients in hospitals. A nurse happens to be very important person. My dad was in hospital. His day to day care was in the hand of nurses. I certainly appreciate and felt secure that the nurses had at least recieved CBR checks.

What is wrong with this? I might add here I can get false Pakistani documents by calling my relative in Pakistan within 24 hours. Few Rupess and sorted but that is another matter. The point being is UK recieves at least 32 million people every year as visitors. In addition probably over 100,000 a year on long term stays and they don't make the drama that Pakistan has made over couple of hundred NGOs.

All this does is reveal the pathetic insecurity of our nation.

Ps. The number of foreigners landing at Islamabad can be counted on your hands. God forbid if we got 30 milliion vistors coming to Pakistan ................... ????

I have family in I-9 and that would be Islamabad. I was there only last month. A few embassy officials and foreign company staff about covers it. That statement "counting on hands" was not meant to be read in literal terms. It meant very, very, very, very few. Count the incoming flights in Islamabad and then look at who gets out. Mostly it is people like us coming back to see the "old country". Foreigners on the whole would prefer to get their testicles chopped before they go to Pakistan.

Even the British Embassy moved most of their staff to Dubai. I am not some Ghora you can bull*shit to. Trust me I say things to English to make Pakistan look good but we know the truth so let us leave it at that ....
