Orange Line train is a BOT project, means Build operate and transfer, its not a loan neither did Govt. borrowed any amount, chines company who built it will operate it for 25 years in order to get back its amount invested, plus profit then it will be transfered to punjab govt. means punjab govt. will not have to return anything like loan etc. check this...

China Export-Import Bank committed a concessional loan of
165.226 billion rupees to Pakistan for the Lahore Orange Line Metro Train project. The loan has been approved, as of May 2015, according to the Pakistan Ministry of Finance. The project is to develop a city-wide train system in the eastern city of Lahore, a senior Pakistani government official announced on April 27, 2011. The governments of Pakistan and China on May 22, 2014 signed an agreement to start a metro train project in Lahore. Multiple Chinese companies will purportedly be involved with implementation. Chief Minister Punjab Shahbaz Sharif and the National Development and Reform Commission China signed the agreement from Pakistan side at a ceremony which was also witnessed by President Mamnoon Hussain and Chinese President Xi Jinping. The
15-year loan will be disbursed in the next five years, and negotiations are under way to finalize other details, Khwaja Ahmed Hassan, chairman of the Lahore Transport Company (LTC), said that the bank agreed to lend the money with a two-year grace period, and he aimed to get it at
6 percent interest. He said the project was likely to begin by the end of 2011. Lahore, the capital of Punjab province, Pakistan’s most populous and prosperous province, home to more than 5 million people. Officials expect the new transport system, the first of its kind in the country, will substantially decrease road traffic. The project was expected to start by the end of 2014, according to the agreement. The project is currently under construction, estimated to take 27 months, and is scheduled to begin operations in 2018.
