Talibans occupying the tribal areas of Pakistan and making lawless tribal areas their sanctuaries and their infrastructure for their terrorism and all other terrorist organisations all across the world doing their terror activities inside Pakistan reflects the failure of civilian administration in Pakistan. in my opinion if civil administration was competent, talibans would not have managed to make a strong hold for their terrorism in Pakistan.

while people think operation zarbeasb should be enough to clean pakistan from terrorism, its their fantasy that it will do it, there are several factors interconnected which should be taken by the the federal government and provincial government to make this operation zarbeasb successful and to save pakistan in future from terrorism and make it a peaceful country which is important for Pakistan's survival and growth, the civil government must show responsibility and collaborate with the armed forces for it.

1) the failure of civil administration is responsible for the death of so many lives both by the talibans and the counter terrorist activities and created a situation of desparity among pashtuns of Pakistan

2) the failure of civil administration forced our army and created a burden on our armed forces to replace the administration by first evacuating the civilians which has costed a lot, increased misery and pain for waziristan civilians, and then cleansing the area from terrorists

3) what if the army clears the waziristan, is civil administration competent enough to replace the armed forces again? or the burden on our armed forces will keep increasing since the civilian administeation is not comptenet and not able to learn from its mistakes?

4) what law making the federal should do to replace the ancient british laws of FCR in FATA which can create some hope that civil administration can be improved in FATA for an effective governance so that in future civil administration can be allowed to control FATA in future?

5) what is the future of FATA if FCR is not amended or replaced or parliament don't do law making on an urgent bases or don't take steps to improve civilian administration in FATA

6) the civil administration has so far failed to address the IDP issue on an urgent bases, IDPs are suffering because of the lack of governance and interest of federal government, didn't federal and even KPK govt has a mental capacity to be prepared for the situation and be ready for the IDPs?

7) why has the provincial government and federal not colaborated on this issue of IDPs and both playing politics on this?, why there was not APC between all parties to get ready for the circumstances?

8) the talibans who have fleed after the operation Zarb-e-Asb will they come back as a result of weak civilian rule and lack of strong border patrolling by Frontier corps of Pakistan? what is preparedness for it? is center prepared to secure the border with mine fields, drones, advanced technology, is there any enthusiasm for it?

9) the foreign relations with afghanistan to make them operate against taliban sanctuaries in kunar province of AFG and other sactuaries which are a danger to Pakistan, is there any effort on international level by ministry of foreign affairs to bring this to its agenda on priority bases? nawaz shareef already made several international tours but this is the most priority for pakistan

10) after the operation PMLN should have devised policy to start operation against the sister organisations of al quaeda and TTP, SSP and LeJ, was there any matter discussed on priority bases to launch a simultaneous targetted operation by civilian forces like police, rangers to root of LeJ and SSP from Pakistan after all PMLN just got green light on anti terrorist laws from senate?

12) the launch of local government in FATA and giving it law enforcement authority is the basic necessity to stop taliban making sactuaries in NWA and tribal areas in the future

11) all these factors are interconnected to the operation Zarb e Azb, for Pakistan to succeed on war on terror, it must put all these above points into consideration, then we can say that Pakistan will have peace in future

are both provincial and central government ready for an emergency based law making of FCR, allocating more budget on law enforcement, improving the governance through local government system, border patrolling, engaging the civilian administration of FATA to make it powerful and competent, making LEAs powerful and non political? its a big test for them

Let's not forget the allegation former DG ISPR Athar Abbas against Gen. Kayani for delaying the operation in NWA for 3 years, where as the prep was completed for the operation & to be honest I am with Athar Abaas on what he said against corrupt Gen. Kayani. This delay gave a lot of time to rented terrorists & we saw many brave soldiers martyred & killed brutally.

Many strongly believe Gen. Kayani has damaged PA a lot including Pakistan & believe that too. Also we saw 3 mutiny attempts in PA against Gen. Kayani. I will also blame Gen. Kayani for worsening security situation in Balochistan province, there was no need to withdraw PA from Balochistan province because soon after that dajjal Iftekhar started his corrupt game in Balochistan & things started to get worse in the province.
