Considering how important it is for Chinese govt not to show weakness in front of its people, the residents of China will not get to know if any road developments happened. But India survived Chinese threats for 2 months. I don't believe we would budge after investing 2 months. There's some kind of ROI that govt expected, which is why it is safe to presume road construction will be stopped. Regarding exercising its sovereignty the dispute was always between Bhutan and China.Remember that consideration must be sufficient but it doesn't need to be adequate.
Which is why extremely unbalanced contracts exist, like buying a house for $1. The law doesn't require that contracts give equal consideration to both sides.
We don't know what happened during the backdoor negotiations, so there is no reason to believe the consideration was big or small. It could have been literally anything.
The only thing we have to go on are the official statements, of which NEITHER side said anything about a road.
