The western part would mean diverting water from Tibet to Xinjiang. China neighbor might object but China, didn't sign the UN water right of down stream country and does as it please, like the way its dealing with the Mekong upstream water source...
Is India willing to go to War over this...my guess is no lol according to India media China been taking India land 10,000 sq/km at a time and the India government is doing nothing... According to India media the PLA walk across Indian land with impunity everyday.. So with all this evidence brought to us by the Indian media we can conclude that the Indian are so afraid of the Chinese that chance of them starting a war with China is zero...
