I doubt GoI would allow Hurriyat leaders to attend.

Would it not devolve to kind of the same condemning sessions OIC had before conserning GoIs actions, this time even more so since the leverage GoP, the host country enjoys is considerable in OIC.

The deliverable would then be what actions OIC commits to address the issue. Whether it is oral or actionable would be of greater significance.

Both side put out statements and respective constituents are happy, but the core question would still remain.

What actions OIC can do to affect desired change and so far what has been done.This would be the true test GoP would have to undergo and IMO the question its citizens should be asking.

Frankly, Indians will be happy with humiliations like these so long the member countries do not take actions adverse to Indian foreign Policy goals.

Verbal tit for tat is good for headlines but is seldom a carriage for change.
