I'm not 100% sure about this, but he won't be able to veto if a certain amount of congress sign on to the sanctions bill.

A lot of democrats are actually in favor of additional sanctions. Can someone explain how this works?

POTUS can veto any bill regardless of how much of a majority it attained through congress, this however does not necessary nix the bill in question but sends it back to congress to be revised. Congress can however bypass a veto and put a bill into law if it gets a two thirds majority to do so which is quite frankly unprecedented and hardly if ever happens.
