If Vietnamese military attacked a ship like this, which is a nuclear reactor, it is the equivalent of using WMD in war as damaged reactors can leak radioactive materials that may affect millions of lives.

If Vietnamese military did something that is equivalent of using WMDs, then there's no moral obligation to stop China from using WMDs. Hence the "Vietnam will be wiped out".
(Which I disagree. My reasoning for disagreeing follows.)

Though it is extremely unlikely that China will use WMDs. Because the two things can't compare. People suffering from radiated water would be a indirect effect from Vietnamese attack. But if, say China dropped a tactical nuke at Hanoi, the casualties would be directly linked to the Chinese. It would be bad for public opinion and everything.

Nuclear power important in China's future energy mix

Nuclear power will play an important role in China's future energy mix for emission reduction and economic growth, said a report issued on Friday.

China is ready to undergo a nuclear power revolution, with a targeted annual approval rate of six to eight new reactors under the 13th Five Year Plan, said the report on China's nuclear energy issued by the China Energy Fund Committee (CEFC), a non-governmental and non-profit organization based in China's Hong Kong.

In 2015, China has 24 nuclear reactors under construction, more than one third of the world's total at this stage, said Xiaoyong Huang, one of the authors of the report and president of the Graduate School of the Chinese Academy of Social Sciences.

"Although there are different understandings and voices to the nuclear constructions in China, we still believe it is quite essential and necessary for China to choose nuclear power," said Huang. "We have three reasons."

One reason is that nuclear power is a comparatively clean energy which can help China protect its environment and realize its emission reduction goal.

It also has great significance to China's energy security and economic growth, Huang said. Right now China imports large amount of oil and gas, and compared with other clean energy like wind and solar nuclear, nuclear energy is much more economic and stable.

Moreover, there is great market potential for China's nuclear development and it can also help promote China's export of advanced manufactured equipment.

"Currently just above 3 percent of entire electricity in China are from nuclear generation. This level is quite low compared with the world level which is 16 percent," said Huang.

The report was praised by other foreign experts for providing a comprehensive analysis of nuclear power and its role in China.

"It does a superior job by doing this report which tells you all of the challenges to nuclear energy development in China, the opportunities, the risks, the costs. I am sure it's a good reading," said Robert McFarlane, co-founder of United States Energy Security Council.

Well what @xunzi said is correct, attacking a nuclear reactor is basically equivalent to a nuclear attack. Which will allow us to respond with nuclear weapons.

I don't think that will be necessary though, since the radiation fallout will mostly affect Vietnam itself (look at the location of the Paracel islands).

But there will have to be a serious military response regardless, otherwise it will be known there is no penalty for attacking Chinese nuclear facilities? In fact the penalty should be overwhelmingly large, to prevent any such future incidents.

This mean from now on, the PDF Chinese cannot argue that using the DF-21D to attack a US nuclear carrier is a conventional attack. A US super carrier is nuclear powered.

True. We don't have that capacity yet. But if we want, we will have it by supporting your enemies, stationing offensive nuclear missiles on our sole or develop it by ourselves.

Last news we had was the communist government of Vietnam was busy in arresting those Vietnamese protesters against China. The Vietnamese government would not do as you advocated, for it knows attacking those nuclear-powered boats means extermination of the Vietnamese race.

And I wouldn't worry about nukes. Vietnam's "mother river" already originates in China's Yunnan province, that might be more of a concern for you guys.

The government of the country you are so rooted for does not share your views and certainly not listen to you. So you can either bring a regime change to your beloved country first or simply stay quiet on the sidelines. Attacking those boats is only your dream.
