Latest operational Chinese SLBM JL-2 is 8000 KM range, which means China would have send its SSBNs upto North Pacific Ocean in order to target New York or cover most of USA.

And this region is USN's playground, sandwiched between Hawai and Aleutian Islands.

This is very risky for Chinese second strike vessels being very vulnerable to USN ASW capabilities.

Even without sea deterrent, China land nuclear asset is enough to retaliate and wipe out whole US. They are burry very deep underground and cannot be taken out all even with nuclear. Like @Beast says, nuclear patrol in the Pacific is not directed at the US or someone else, it is for the purpose of power projection and ensuring that China would have credible second strike capability.

No one in their right mind would initiate a strike against a nuclear-triad country. That goes for China, Russia and the US.

These days, everybody has no first use policy, although it was first articulated and announced by China well in the 60s.

Can China guaranteed that its 1.5billion population would be saved from U.S.'s ICBMs from its own ABM system? What about US version of the HSV that can penetrate China's ABM system. Waste of time for China to try that then eh? Don't think so.
