NEW DELHI: India has made significant gains in the war on fake currency, inflicting anoxic damage on terrorism in Kashmir and elsewhere in the country. Two main Pakistani presses engaged in printing counterfeit Indian currency have been forced to shut shop, investigating agencies have told the Centre after assessing the impact of demonetisation on national security.

This has choked terrorism financing, they said, with the result that terrorism-related violence in Kashmir saw a sharp decline of nearly 60% during December, with just one bomb blast in the Valley during the month, and left-wing extremism suffered a debilitating blow.

Besides, call traffic by hawala agents in India fell 50%, as per the assessment of the impact of demonetisation in the past 30 days. The radical change in design and use of extra security features in the new currency notes has annihilated the fake notes industry operating from across the border, senior government officials told ET on condition of anonymity, quoting from the findings of the assessment carried out at the instructions of the Centre.

“Pakistan had been printing fake Indian currency notes in its government printing press in Quetta and its security press in Karachi. Post demonetisation, Pakistani state and non-state actors had no option but to shut shops of fake Indian currency notes. The assessment has said that,” a senior official said.

Prime Minister Narendra Modi had in his address to the nation on November 8, 2016, highlighted the need to curb fake currency notes to combat cross-border terrorism while announcing the decision to withdraw Rs 500 and Rs 1,000 notes as legal tender.

Most fake currency notes circulated in India were of Rs 500 and Rs 1,000 denominations, the official said. Inputs were gathered from every state for the exercise, especially from districts in sensitive states. The PM chaired several high-level review meetings, where the impact of demonetisation on Pakistan-sponsored terrorism in Kashmir, use of counterfeit currency and weakening funding networks of Maoists were discussed with senior officials. “A weakened on-ground network of terrorists has resulted in several successful counter-terrorist operations in the Valley in the past several weeks. Local area commanders who lure youth for stone pelting in Kashmir valley are choking for cash now,” an official said.

Demonetisation has also led to a sharp decline of deals by corrupt government officials and a price correction in the “artificially skewed real estate market by land mafia,” according to the assessment.

Investigation agencies have noted that “due to demonetisation, procurement of arms by insurgent groups has been hit and many cadre appear to have left the Northeast and crossed the border for safety.”

Areas affected by left-wing extremism have suffered an even more pronounced impact. “Senior Maoist leaders in Bastar (Chhattisgarh) and Jharkhand have contacted people to seek help in converting old notes into new currency. The replenishing will not happen with new levy collection. There is pressure on them to surrender in large numbers,” an official said, quoting from the assessment.

Then the real hunt begins.

I suggest ignore Gelaani and others. They are of no use. They will parrot what Pakistan says. Directly talk with the youth. Understand their aspirations. Try remove their reservations.

It is because of cold weather and heavy rainfall. Moreover, due to brutal crack down by law and enforcement agency. Stop the curfews, free the people but in prison and free the people in jails . U will see there is no note ban effect on the situation

The new 2,000 rupee note, said the Reserve Bank or RBI in a statement, will include several features like a see-through register with the denominational numeral 2,000 which can be seen when the note is held up against light.

There will also be a latent image with the denominational numeral 2,000, which can be seen when the bank note is held at a 45 degree angle at the eye level.

The note will also have a colour-shifting windowed security thread with the inscription 'भारत', RBI and 2,000. The colour of the thread will change from green to blue when the note is tilted.

For the visually-impaired, there will a raised print of Mahatma Gandhi's portrait, the Ashoka Pillar emblem, bleed lines and identity marks.

The RBI said the 2,000 rupees notes have a motif of the Mangalayan, India's Mars mission and the base colour is magenta.

Anant, you are a very sane poster, On some issues we don't share the same views, but I consider you to be TT material.

When your govt. accuse a certain agency of your enemy to be behind counterfeiting, then you should know, that the security features on the new notes, which are for all and sundry to know, will not remain hidden, or outside that very same agency's grasp. TO claim otherwise, is unrealistic and childish. DO consider this with an open mind.

Sir,
as i remarked above, theoretically copying isn't technically impossible and at some point of time someone will develop a capability to do so. Let alone Indian currency, even most secure US dollars have been counterfeited and that tells nothing is impossible. I won't get into who would or does that part, point is it is possible to do.

I heard a discussion on the issue and a non political expert made some interesting points which i would share:
  1. Commercially available image processing and printing technologies are quite advanced and hence it is naive to think that a perfectly safe currency bill is possible. It is similar to saying that there is no perfect Anti-virus software.
  2. People who counterfeit take into account the cost of establishment of such a system. As a rule of thumb, it is always lucrative or preferable to duplicate higher denomination notes for the reason that when you spread fixed cost of generating such a bill, your return is higher. In this respect introduction of 2000 bill can be a bad choice. but as government has already said, these won't remain in circulation for long.
  3. Effective regime of cancelling counterfeiting must always be based on the fact that authorities are one step ahead. the key lies in out thinking and therefore constantly changing. Now here cost of note introduction needs to be taken into account along with that of introducing better security features. This usually is a trade off between security and cost of currency circulation.
  4. Finally dependance of any economy on hard currency must come down. For the reason that you can always track each and every e transaction but not physical currency movement. I guess we are moving in that direction. & it has more to do with people having unaccounted wealth rather than economy having fake bills.
So the point is thinking this as final step in countering fake currency would not be correct but rather analyzing (& if possible appreciating) the intent with which the step is taken.

The new notes are of worst quality. Some of them are printed without Gandhiji's picture. Some of the notes crushes like roasted groundnuts. The RSS champions still believe notes comes with a programmed chip!

It is common sense to expect that 2000 Rupee note soon will be withdrawn too.
