No terror threat from Afghanistan, but from Pak: US


The US is not facing any significant terror threat from Afghanistan, but such dangers are now emanating from neighbouring Pakistan, a senior American official said. "We haven't seen a terrorist threat emanating from Afghanistan for the past seven or eight years," the Obama administration official said on condition of anonymity.

There has been fighting and threats inside Afghanistan, but "the assessment is that they number anywhere between 50, 75 or so al Qaeda types, that are embedded in the Haqqani network, doing basically tactical fighting units inside of Afghanistan."

The official said the terrorists are focused inside Afghanistan and there is "no indication at all" that there is any effort within Afghanistan to the country as a launching pad to carry out attacks outside of borders.

"The threat has come from Pakistan over the past half-dozen years or so, and longer.

"And what we've been able to do, particularly over the last year, but through the course of the last two-and-a-half years of this administration, is to degrade al Qaeda core's capabilities significantly," he said.

The official said the US forces have wiped off several key terror leaders and succeeded weakening al Qaeda.

"We've taken out of commission a number of operatives that were in the pipeline to carry out attacks outside of Pakistan."

The official said: "We have taken a significant number of key senior leaders off of the battlefield. In addition to (Osama) bin Laden, there are individuals like Saeed al-Masri and others who had been critical to al Qaeda's operational and organisational capabilities over the last dozen years."

The official said they have degraded al Qaeda's ability to conduct training in the FATA and Waziristan area.

"We've taken off of the battlefield also explosive experts and different commanders who were in charge of different units that are designed to carry out terrorist attacks abroad."

The Obama administration official said: "This degradation of al Qaeda's capabilities has also been accompanied by a very unsafe environment within Waziristan. It's not been a safe haven for quite a while."

This has also slowed significantly the flow of recruits into Afghanistan, he said.

"A number of al Qaeda types have been looking for other areas because they have said that they have not been able to carry out their activities in the area," he said.

"(We are) Working with the Pakistanis whenever we can, but also working on our own... we have been able to put in place the framework that includes sources from a technical and human standpoint, as well as an architecture that we can prosecute our efforts with our Pakistani partners when we're able.

"(US wants to) make sure that we're able to use the intelligence that we've been able to gain in that area, and to prosecute the efforts to take off of the battlefield significant numbers of al Qaeda and associated militant types," the official said.

He said although there has been a lot of media attention on the Pakistani push-back on certain programmes, but the truth is that a number of individuals within the Pakistani counter-terrorism environment see that US' capabilities are not just impressive, but also needed as a way to degrade the capabilities of al Qaeda.

Just because it is published by the Hindustan Times does not mean it is not, ipso facto, true. The piece seems totally credible to me. What aspect of the piece do you think is not true? Why simply flame and troll about it. What sentences do you think are lies? The entire article has the ring of authenticity. And the implied corollary is that even when the USA removes its "surge" 33,000 troops, it will still fly the drones over FATA. In fact, I wouldn't be surprised if drones become even thicker in the FATA skies as the USA boots-on-the-ground in Afghanistan fade away. THAT IS, unless Pakistan finally shuts down the Afghan Taliban safe havens on its soil.

people need to make a distinction between opinion pieces and news article that are aggregated on other news organizations. This article is a reprint and not a Hindustan times personal editorial piece. Larger question is- how does a country even being to resolve its issues if it's citizenry is on the path of blanket denial of all?

The whole article is nothing but BS except for one fact US/NATO failed miserably in Afghanistan and instead of eradicating terrorism and terrorists in Afghanistan US is in talks with the previously declared terrorists and previous stance of “No Negotiations with Terrorists” is overwritten. What more concerns the world is that US has removed many terrorists from the most wanted list and offered funding. US has started to play the dirty game it played at the start of soviet afghan war.

So in your own words afghan taliban came from afghanistan to Pakistan. Whose Job is it to stop these terrorists from crossing borders non other then US/NATO.

Afghanis are seen as victims of terror. world has a lot of sympathy for them. Pakistanis are generally seen as perpetrators of terror.

AFAIK, he meant the threat to US from Afghanistan has reduced, while the talitubbies are still a threat to Afghan people. It also means that NATO is slowly concentrating on the epicenter of this terrorism threats.

What was US policy again - taking the fight to the terrorists! Unless Pak army pulls up its socks and acts where it actually should, things are going to be a little bleak in the border regions.

so he is implying that there was a significant threat of terrorism from Afghanistan for at least 3 years. So what justified the ''troops surge'' --and what justified their longest-ever-in-history military presence in another country?

it's immature to think that when you invade another country, there wouldn't be a popular resistance of any kind...happened with britishers, Alexander's army, the soviets, etc.

so if they are asking why anti-American groups exist in Pakistan - they should know that not only are the tribes across both sides of the border --but also that many Afghan insurgents who WERE in Afghanistan were PUSHED OUT into PAKISTAN. And given the porous, rugged, difficult to monitor border --it is INEVITABLE.

half dozen, meaning 6 years. And in an even longer period, Pakistan has faced threats from BLA-type insurgents who seek shelter there, and whose warlords even take refuge there. So it's a 2-way thing, not a 1-way thing.

it seems only natural that some are radicalized by the presence of NATO; people also became radicalized during the soviet occupation as well. In fact there were even ''blue collar'' types who volunteered to fight against them -leaving behind their families and their work.

This claim can be rubbished by the fact that even just a week ago, terrorists from the Afghan side breached the border and fired on our checkposts (and on civilians).

which al qaeda??? There are different ones --- in Iraq (which didnt exist until 2003) in the Maghreb, Caucuses/Central Asia, Southeast Asia, etc. It's a global problem that has to be solved.

If those $100 billion per year (the cost of the war in Afghanistan) were devoted only towards building infrastructure and bringing more development to Afghanistan imagine the results. The military option hasnt brought about any change whatsoever. In fact the taleban insurgency only picked up in intensity and their recruitment increased (of course some of the fighters are only doing it because it pays well)

that's true...and in fact he forgot to mention that it was Pakistan which helped them catch some of these leaders

face-saving at its best....make it seem like the entire Afghan insurgency was because of what happens in FATA

(Waziristan (North and South) are agencies WITHIN FATA by the way, this guy doesnt even know this basic fact)

some call it safe haven, but this guy is saying the opposite. There seems to be much internal confusion about views and assesments.

but hasnt slowed down recruits for anti-Pakistan terrorist groups.....interesting.

Bramdagh Bugti and many of his men are based in NATO-controlled Afghanistan.

So in your own words afghan taliban came from afghanistan to Pakistan. Whose Job is it to stop these terrorists from crossing borders non other then US/NATO.

Why, cant your army defend your borders? Or is it only good to interfere in the country's internal politics while eating away a large portion of the budget without any accountability?
