NEW YORK — Iran’s Foreign Minister Ali Akbar Salehi said that nuclear talks between his country and Western powers were being “disrupted” by “a phantom third-party,” and that his country had no desire to challenge the US with a nuclear weapons program.

“Each time that the two sides came close to some kind of understanding, mutual understanding, somehow it was disrupted… A phantom third-party has disrupted this,” he said at an event Monday at the Council on Foreign Relations.

“But we have not lost hope,” he added.

Salehi, a longtime senior Iranian nuclear negotiator and former Iranian ambassador to the International Atomic Energy Agency, gave no details on who the third party might be.

Salehi indicated Iran was opposed to developing a nuclear weapon, saying such a weapon would “invite more threats” and pit the Islamic Republic against a better-armed United States.

Asked if an Iranian bomb might bring about greater regional stability, Salehi said, “No … Had Iran chosen to go nuclear in the sense of weaponization … it would attract more threats and invite more threats from the other side. Because suppose we wanted to go nuclear and manufacture one or two rudimentary bombs, who is on the other side? It’s not India and Pakistan. Seemingly, it is Iran and the US.”

He added: “Can we ever be on equal footing with the US in this regard? Does any rational person think to challenge the US? A country like Iran? Nuclear wise?” No, he said. “Certainly not.”

Iran, he said, is “a morally driven” political entity, he said, and a nuclear bomb “would go against its beliefs.” Moreover, he stated, Iran had good relations with what he said were its “15″ neighbors; he did not mention Israel.

Salehi spoke out in support of the Assad regime, though he acknowledged that “some mistakes” were committed by the Syrian government in its response to an opposition-led insurgency against President Bashar Assad. Tens of thousands have been killed in 19 months of bloody conflict between government forces and the opposition.

“We wish [the Syrian government] had taken a better position… in the outbreak of the uprising,” Salehi said. “There were some mistakes committed, but this does not justify in any way interference from outside. We are not in a position… we never think, ever, to tell the president of a country, ‘Please step down.’”

The Iranian foreign minister seemed to draw a line at the suggestion that the Syrian regime might use chemical weapons. The Obama administration has stated that it regards the use of such weapons as its own red line that would justify military intervention on the part of the United States.

“If a country, any country, including Iran, uses weapons of mass destruction, that is the end of the validity, eligibility, legality of that government…. It is something that is not at all acceptable,” Salehi said.

“Therefore, if your hypothesis [that Syria might deploy chemical weapons in its battle with the insurgency], God forbid, ever materializes, I think nobody can justify it anymore; Nobody can go along with anybody who has been involved in such… inhuman acts.”

I always feel.....It is the Iran who is a naturally ally of US and west with modern thinking and rational approch...But i think again....each nation write their own destiny...so as Iran too.....It looks so contrast to see USA and west are ally of SA and rest of Arab countries. Culturally and thought process wise, both US and Arab nations are poles apart too each other....but still then they are buddies....

I think time has come, to appreciate and acknowledge the strategic politics that SA is playing in the middle east....Iran has to learn a lot from SA..Its not always that emotions and emotional speech provides peace to your citizen rather it is the smart leadership and forward thinking politician who can drive your nation to prosperity...

Guys dont think that i am going to take sides any nation in this conflict of Arab-Iran( Any way it does not matter what i think)....Rather it is a lesson for all by looking at 2 contrasting kind of leadership from SA and Iran...SA know how to extract the good things from US and West that will help their citizen...while countries like Iran and so called other Islamic nations neither can play proper diplomacy with them to get the benefit nor they can fight with US to win the war...So in both the situation...these guys will be in loosing side..

SA is the most valuable trusted ally of USA and West....USA will do anything that will harm SA interest...although culturally SA and USA are poles apart...On the other side...Its Iran...who will do everything to go against US or vice versa...But culturally West and Iran are so close to each other.....This is called diplomacy by Arab politicians.....

I think India and its politicians should learn some diplomacy from this situation...

No sir it's more complicated than you think , SA is safe not 'cause of its diplomacy ,it's safe as long as its existence guarantees USA's interests in the region. USA problem with Iran isn't nuclear activities to be solved through discussion and negotiation, they can't tolerate an independent country in the ME and also some other crucial reasons that talking about them over here doesn't seem appropriate .

If you would like to troll then of course there is no limit to it.....I understand what you mean...But dude unfortunately in my country, it is the political democracy that is a significant benifit cum drawback in out development and foreign policy....India has a huge population and to get into the development growth..India has to allign with the west...India is not China or its monolithic society where people think more or less in a simillar way...So its really really very difficult to govern and provide a foreign policy to India....Its very easy to tell from your side as you really donot have to worry about what your people think ..but in India..it matters...that is why although we donot like it to follow US or West..but sometimes its a better devil than to make yourself poor and impoverished....

Any sensible country can see that Iran is not developing nuclear weapons and have no means of delivering it and if they were really making it then there is no way they can keep it a secret....even the Obama's administrations believes this.

I tend to believe with other posters here that they are other reasons for these sanctions, not to mentions sanctions have been on Iran long bfore any nuclear talk.
