No special arrangements required for firing a ballistic missiles at night as it will be guided by its navigation system. One DRDO scientist(I forgot his name ) said it on OTV that day before launch suspended due to bad weather and technical glitches.

Are we capable of that as well ?

I'm not sure. If it is because of the guidance part, then the night-time launch capability would be required only for Shaheen-2, which hasn't been tested in this way yet.
