DUBAI: India and the United Arab Emirates (UAE) are set to revamp legal procedures that will ensure that skilled Indian employees, once they arrive in the Gulf country, are no longer prone to undue hardship.

A joint project undertaken by the UAE's Ministry of Labour and the Ministry of Overseas Indian Affairs has established new procedures for the recruitment of skilled workers in India, a press statement from the Indian embassy in Abu Dhabi said. Under the new regulation, which will come into force shortly, the UAE Labour Ministry will issue labour permits strictly in accordance with the details furnished by the prospective employee in India through his recruiting agent.The visiting Minister of Overseas Indian Affairs Vayalar Ravi said he was confident that a “very transparent” system for the recruitment of skilled Indian workers would be in place soon. In the past, there have been several instances when an overseas-bound white collar worker from India, after arrival in UAE, found that the terms of his employment were much worse when compared to what was offered by the recruitment agent in India.

During talks with the UAE Labour Minister, Saqr Gobash Saeed Gobash, Mr. Ravi said recruiting agents in India, whose past role in the recruitment of workers had been criticised, were now being subjected to new regulations. The effort had already started paying off.

Both sides also agreed to expand the ambit of the existing Memorandum of Understanding (MoU) that currently governs labour-related issues. Mr. Ravi said Indian officials would meet their UAE counterparts shortly. He expressed the hope that the two countries would be in a position to sign a new MoU in Delhi by the year-end. Indian ambassador M.K. Lokesh and K. Ellangovan, Counsellor (Community Affairs), would be the nodal persons in the UAE who would be involved in this exercise.

Mr. Ravi complemented Mr. Saqr Gobash for improving the living conditions of Indian blue collar workers by implementing a wage protection system and upgrading civic amenities in labour camps.
