New provinces and provincial autonomy

As if we haven't suffered through the disintegration of the state after we implemented One Unit to deny enhanced right to a deserving populace.

Recommendations for one unit speak volumes about the archaic, myopic, totalitarian and retrogressive thinking that has led to the failure of the system of governance we have allowed ourselves to fall into.

We have established over the previous few pages, through constructive argument, debate, dissent and counter argument that creation of more provinces is at the heart of a democratic culture and is essential to establishing a more efficient, transparent, financially autonomous and administratively manageable system of governance.

If you have nothing more to do than write one liners which cannot be supported by any logical claim and/or evidence, then such suggestion cannot come into the realm of a constructive debate, rather they derail threads.

PS:- If you're going to take on the mention of this being at the heart of a democratic culture, and mention the ever ready argument of Sharia-Khilafa, then as I said earlier, that will amount to derailing the thread, moving off topic and not contributing anything positive.

You are only agreeing with you own self and accusing others, who have valid reasons to oppose your schemes, of deraling the thread and going off topic.

I am picking this up through the middle however more devolution is better for us definately because people will be able to identify themselves with their area and Pakistan.

PML-Q supports new provinces: Shujaat

ISLAMABAD: President Pakistan Muslim League-Q Chaudhry Shujaat Hussain has called for making new provinces wherever needed.

He was addressing a party meeting here today.

Backing Southern Punjab’s demand for separate province, he was of the view that Hazara Division must be given provincial status.

‘Punjab should not grab others’ rights,’ he added.

Ye Chaudry tu naray lagatay thay about 'Jatt da Panjab' and starting from Chaudary Zahoor Elahi ( father of Pervaiz Elahi ) they have dreams of 'ruling Panjab' as somehow acoording to their mindset the Jatt should rule Panjab... lol

And look also how spinless MQM is , they curse the Chaudry of Panjab but yet make allainces with the biggest Chaudry of them all.

Shame Shame , Politics is such a dirty game

i don't think making new provinces solves anything!! the only thing that can solve issue is when you put up a jhung formula to fast track peoples everyday transactions with the minimum of hindrance! minimum coruuption maximum justice!!

That is not necessarily true, and the Federal structure in the US is evidence of that.

The US States are also largely autonomous and no one can argue against the strength and unity amongst Americans as a nation.

Regardless of whether we have One Unit or many provinces, unity will come with prosperity, equality and justice for all within the Pakistani Federation.

When people have faith in the system, it does not matter what the system is. In the long run it will be prosperity, the rule of law, and the free movement of peoples within the Federation, to settle in any province they like (as is the case in the US) that will build unity, in more ways than just calling ourselves Pakistanis.

At the moment the reality is that there are underlying ethnic issues and these issues are best addressed by granting a degree of autonomy in administrative affairs, to take away the excuse that the majority (Punjabis) and discriminating against the other groups by virtue of a strong central government.

One unit theory is nothing but a fantasy in multi ethnic, multi linguistic and multi faith countries. it causes more problems and chaos than solving problems. you cant impose your will on people based on centralism theory if people dont want it. if greater degree of decentralization brings understanding among the people then why should we object to it? there are countries that the goverments malitiousely forcing their will on people in the name of centralism, and that policy have badly backfired and have put the country in its knees. But we have to remember that in this process of devolution, there shouldnt be favouritism in favour of one and ignoring the other, this will bring bad consequences. in present moment i wish the hazarawals get their rightful demands.

You see by creating further adminstrative divsions in ( that are by and large targetted at Panjab ) based on perception of other groups that feel they are being discriminated against by the majority (Panjabus) there is every possibility that slogans like 'JAG PANJABI JAG' will find a greater resonance amongst the people of the most populated province of Pakistan since now the Panjabis feel that the ire is only targetted at them , such an outcome wont be good for the country.

The problem associated with Nationalism are not easily solvabale ( infact they are insolvabale ).

Europe experinced death and destruction for many decades as a result of natiolism and NOW after so many wars and deaths they have reached that stage where they understand why working along nationlist lines will always get you in a conflict with others.

I mean people dont want to bring religon into this topic but there are very good discussions on 'Asabiyyah' avaiable in Islamic literature that are worth reading.

But Punjab will also have the same degree of autonomy as the other provinces, so decentralization takes away the excuse for both the smaller provinces arguing that the largest province is targeting them through the Strong Center, as well as the excuse for the largest province that the smaller provinces are ganging up on it.

In any case, if more provinces are created out of Punjab, wouldn't you agree that the legislators elected from those areas, whether part of Punjab or part of a new province from Punjab, would largely have the same opinions?

No doubt this division will put pakistan back 100 years.
We still fight over dams and gas with just four provinces.
Make more and increase the infightiing a perfect cover to suck money out of the country in the long run.

I agree that there will be more issues in that sense - if a dam is built, and the catchment area for the dam lies in two provinces, say Hazara and Khyber-Pakhtunkhwa, then how is the royalty split or is it split at all?

Why would one province allow its territory to be submerged if it wont get royalty?

These are good issues to discuss.

Distribution of scattered natural resources should be done at federal level in accordance with all provinces committee.

Provinces should have following ministries
Health
Infrastructure
Education
Agriculture
Finance
Community safety

There should be a federally appointed technocrat/group of technocrats which will over look the natural resources along with provincial cabinet.

You know we can make an effective structure...
