Not just New Orleans but most of US is the same. They built the infrastructure and now don't want to spend the money to maintain it. For a super power it's roads system is truly shocking; islands of wealth surrounded by sea of dilapidation. Funny thing is they spent money building other countries and forgot about their own or perhaps ignored their own. The Neocons spent trillions trying to conquer foreign countries and made countless foreign people rich in the process whilst their own lived homeless on the streets who are cold bloodedly written off as deserving , drugees, drunks etc. and not as just unfortunate. Even the churches have locked the doors to them and the destitute are left to sleep outside on the doors of the churches.

The Hard Rock company has been going downhill for a while. It's owned by the Seminole Indians ( https://en.wikipedia.org/wiki/Seminole_Tribe_of_Florida ) and it seems they have been cutting corners even worse lately. Match that with New Orleans and you have a recipe for disaster with new construction.

A few months ago there was a scandal in the Dominican Republic with around 100 tourists getting so sick to the point some got severe diseases and some died. An investigation tied over half of them to a Hard Rock Hotel.
