We can move there without giving 2 hoots about BD's permission or non-permission. It is not your territorial sea. It is BD's EEZ which means BD has the right to exploit its resources such as exclusive rights to fish, explore and extract oil, and such. Does not mean you get to control shipping lanes in that area. If that was the case then none of the world's cargo would pass through 200 nautical miles of any country's shoreline and to cross Indian Ocean you would have to sail around Maldives maritime boundary from Arabian sea to get to Bay of Bengal.
