Public Release of 9th and Final Batch of 3 Declassified Files Relating to Netaji Subhash Chandra Bose on Web Portal


The 9th and final batch of 03 declassified files relating to Netaji Subhas Chandra Bose were released online on web portal www.netajipapers.gov.in today by Shri N.K. Sinha, Secretary, Ministry of Culture. The present and final batch of 03 files pertain to Ministry of External Affairs (MEA) (1953-1990).

It may be recalled that first lot of 100 files relating to Netaji, after their preliminary conservation treatment and digitization, were put in the public domain by the Prime Minister of India, Shri Narendra Modi on 23 January 2016, on the occasion of the 119th birth anniversary of Netaji. The second lot of 50 files, third lot of 25 files, 4th lot of 25 files, 5th lot of 25 files, 6th lot of 25 files, 7th lot of 25 files and 8th lot of 25 files were released subsequently on 29 March, 2016, 29 April, 2016, 27 May, 2016, 29 June, 2016, 29th July, 2016, 30 August, 2016 and 30th September, 2016 respectively. In all, 300 files have been put in public domain till now.

The present final batch of release of 03 files will ultimately meet the continued public demand to access these files and this will also facilitate scholars to carry out further research on the doyen of the freedom movement.

These many files having passed the scrutiny of the specially constituted Committee having experts from the field of Archives which looks into the aspects such as:-

1. To ascertain the physical conditions of the files and carry out necessary repair and conservation wherever needed, through Conservation Unit.

2. To verify the quality of digitization for enabling the digitized records to upload in the web portal ‘www.netajipapers.gov.in’.

3. To check if there is any duplication in the files are being released on the internet for use by the researchers and general public.

It may be reiterated that in 1997 the National Archives of India had received 990 declassified files pertaining to the Indian National Army (Azad Hind Fauj) from the Ministry of Defence. Further, in 2012, 271 files/ items pertaining the Khosla Commission, and 759 files/ items of Justice Mukherjee Commission of Inquiry, in total 1030 files/ items were received from the Ministry of Home Affairs. All these files/ items are already open to the public under the Public Records Rules, 1997.

21. Release of Netaji Files

· On the occasion of 119th birth anniversary of Netaji Subash Chandra Bose, the Hon’ble Prime Minister, released 100 declassified files on Netaji in a function held at National Archives of India on 23rd January 2016 and organized a thematic display of these original files relating to various aspects of Netaji’s life. The Hon’ble Prime Minister also launched the web application www.netajipapers.gov.in uploading the said 100 files containing approximately 16,530 pages relating to Netaji Subash Chandra Bose.

Kolkata: President Pranab Mukherjee on Wednesday unveiled the restored German car in which Netaji Subhas Chandra Bose had made his great escape from his ancestral home here in 1941 during his house arrest by the then British government.


Netaji had used 'Audi Wanderer W24' to escape from his Elgin Road residence to Gomoh railway station in Jharkhand to catch a train to Delhi.

The car was unveiled to commemorate the 76th anniversary of Netaji's Great Escape as well as 60th anniversary of the Netaji Research Bureau (NRB) here.

The President unfurled the flag on car's bonnet. West Bengal Governor Keshri Nath Tripathi as well as Sugata Bose, Netaji's grand-nephew and also a Trinamool MP, were present at the event.

"I must congratulate Krishna Bose and other members for undertaking the task of refurbishing the car which was used by Netaji Subhash Chandra Bose for his great escape," Mukherjee said.

The great escape is known as "Mahanishkraman" which depicts the story of leaving the house, its preparedness and the consequences, he said.

Stating that Netaji's life is a most emotive issue in political arena, the President said: "After long gap of his disappearance from India, he is still a centre of so many issues and sometimes many controversies."

Mukherjee talked about undaunted spirit of Sugata's father, Sisir Kumar Bose, who was also at the wheels during Netaji's escape from Kolkata.

"Netaji had asked him (Sisir) 'Amaar ekta kar korte parbe?' (can you do some work for me?) in 1940. Sisir Bose never stopped doing Netaji's work until he passed away in 2000," he said.

"Many a times, I have come here as a Bengali and as resident of Kolkata. Still I accepted the invitation because I thought I must associate at his momentous occasion of 60th anniversary of NRB and also 76th year of the great event performed by the great personality," he added.

The German Wanderer sedan of 1937 make has been restored to its 1941 look by automobile giant Audi.

The sedan was driven regularly until 1957 by Sugata's father and later it was given to Netaji Research Bureau and kept for visitors there. The car was again driven briefly for the Japanese TV project in 1978.

A team of mechanics from Audi Kolkata started working in May 2016 to restore the iconic 4-door Audi's (then Auto Union) Wanderer W24 to its former glory.

It is the most prized possession of the Netaji Research Bureau museum. Netaji was said to be the first Indian to own an Audi vehicle in the country.

The President also sat in the car and went around it to have a feel and later on spoke about the era when Netaji was driven from Kolkata to Gomoh by his nephew Dr Sisir Kumar Bose in the month of January, 1941 - an important milestone in the history of India's freedom struggle.

"He made a wonderful statement and spoke extempore deviating from the prepared text," said Sugata Bose.

After the President left, the dignitaries present boarded the car and travelled a little distance within the premises, Bose said.

The car had been previously driven by Dr Sisir Bose for a shooting of a Japanese news channel in 1978 after it was gifted to Netaji Research Bureau by Bose family in 1958 and kept for visitors there, Krishna Bose said, adding though the car was in good condition, the family and Netaji Research Bureau both had wanted to restore it to the 1941 looks.

French secret papers contain evidence, says Paris-based historian, J.B. Prashanth More
The Indian government should approach the French government to get more information on the disappearance of Netaji Subhas Chandra Bose in August 1945 as it was from Saigon — now called Ho Chi Minh City and then under French control — that Bose had embarked on his “final journey”, a Paris-based historian, J.B. Prashanth More, says.

Mr. More’s suggestion is based on two “secret documents” in French, one of which had carried the date of September 26, 1945 and the other, December 11, 1947. The latter document, which contained a report of the French secret service, says Bose had escaped from a prison in the then Indochina, now Vietnam, and his whereabouts were “unknown”.

Three big personalities

The 1945 document sent by the Control Commission of the Allies in Saigon to the Supreme Allied Commander in Singapore (Lord Mountbatten) stated that seven persons including “three big personalities” were arrested by the authorities. It added that they were also members of Hikari-Kikan (an organisation coordinating between the Japanese government and the Provisional Government of Free India, which was headed by Bose).

But Mr. More felt that his step-grandfather and Bose’s associate, Leon Puruchandy (1902-1968), who lived in Saigon till the mid-1940, could be one among the arrested persons, apart from Bose himself.

His conclusion was based on the arrest of his step-grandfather in September 1945. Puruchandy was released by the French authorities three months later.

“He must have been tortured to such an extent that he slipped into amnesia and his condition, after the release, was a vegetable till his death,” Mr. More said, wondering what for he was given such a harsh treatment.

The 62-year-old historian, who has been living in Paris for the past 40 years, did not find the original version of the 1945 document, which must have been in English, at the British Museum, London, whereas its French version was available with the National Archives, Paris.

Mr. More, whose roots are traced to Puducherry, a former French colony in India, said Bose had stayed overnight at the house of his step-grandfather on August 17-18, 1945 before he left for an “unknown destination”. The house served as the secretariat of the Indian Independence League (IIL), which had encompassed the Indian National Army (INA). Bose was the chief of the two organisations.

Open mind

The Union government, which declassified last year a large number of documents on Bose and made them available in the public domain, went on record a few months ago that it was willing to examine any new facts on the issue of disappearance if such materials came up in future.

Mr. More feels that his step-grandfather’s house in Ho Chi Minh City, which is now in a dilapidated condition, can be made into a memorial, highlighting the role of the IIL and the INA in the freedom struggle of India.

As the house was taken over by the Vietnamese government in 1975, he had approached the southeast Asian country’s embassy in New Delhi , which replied to him in late June that it was for the Indian government to spell out its position first on the matter.

President Ram Nath Kovind, who begins a four-day whirlwind tour of three northeastern states on Sunday, will also visit the Indian National Army (INA) Memorial at Moirang in Manipur, in the process becoming the first president of the country to visit the place.

“The President is coming to Moirang on November 22 to see the INA Memorial and Museum here. He will be the first president ever to visit the memorial that is dedicated exclusively for Netaji Subhash Chandra Bose and his Azad Hind Fauz,” Bishnupur district Deputy Commissioner Bobby Waikham told The Indian Express over the telephone on Friday.

President Kovind is first going to Arunachal Pradesh on Sunday where he will first take part in a function organised to mark the 40th anniversary of Vivekananda Kendra in Itanagar, and then inaugurate the new state assembly building. On Monday he will take part in the closing ceremony of the Namami Barak Festival in Silchar (Assam) and will then fly to Guwahati to join a civic reception in the Gauhati University.

Alos, the President will inaugurate the North-East Development Summit and the Manipur Sangai Festival, both organised by the BJP-led government of N Biren Singh in Imphal on November 21. He will visit Moirang the next morning before flying back to New Delhi. It was at Moirang that the Azad Hind Fauz was first hoisted on Indian soil on April 14, 1944 amid a fierce battle between the invading Japanese Army and the defending Allied Forces.

The INA Memorial and Museum at Moirang, about 45 km from Imphal, comprises of a statue of Netaji Bose and a replica of the INA War Memorial originally built in Singapore, apart from a musem that comprises a huge collection of arms and ammunition, bayonets, helmets and other items, as also books and other articles that were used by the INA members. The museum also has a rich collection of books, documents, manuscripts and periodicals that focus on the freedom movement and the history of India.

Envoys from 21 countries:

Meanwhile, the two-day North-East Development Summit in Imphal on November 21 and 22 is expected to be attended by as many as eight Union ministers, apart from ambassadors and high commissioners of 21 different countries.

Informing this, M Asnikumar Singh, Vice Chairman of Manipur Infrastructure Development Agency (MIDA) said the Manipur government was trying to attract investors from both within and outside the country and was expecting a big turn-out for the first time in the state. The Summit will be structured around trade and investment, connectivity and infrastructure development, tourism, skill development, capacity building and entrepreneurship, he said.

“We are expecting at least 10 MoUs to be signed by the Manipur government during this summit. A number of investors from 21 countries including Singapore, Japan, Dubai, Germany Taiwan and Thailand have shown interest in exploring possibilities of exchange of technology know-how and funding during the Summit,” Singh said from Imphal.

Senior central government officials and heads of various PSUs as well as top executives of well-known corporate leaders like Reliance, Tata Motors, IT companies, MNCs and top financials institutions are also attending the Summit, he said.
