I remember that too! Happened in 2010 and it wasn't the politicians causing a fuss it was many startled residents of the Goan coast. As the IN had previously flown the sub-sonic Harriers off the coast the locals weren't used to the sonic booms of the Migs. AFAIK the IN took 2 steps to address this- educating the locals about what was going on and they pushed their training flights further out to sea and away from land.
