He said Pakistan was our valued partner and our common challenge was war in Afghanistan. “NATO belives that it should broaden its relationship with Pakistan and not limit it to militry cooperation alone,” he added.

Referring to President Asif Ali Zardari’s visit to the NATO, Simmons said ,”we had a dialogue covering a range of security issues.”

In the talks, tributes were paid to Pakistan minlitary for thier role in fighting terrorism in thieir own coubntry, whivch would lead to regional stability, he added.

Simmons emphasized that “ NATO does not want to limit to high level dialogue with Pakistan but also to have practical cooperation by making use of the instrument of Individual Cooperation Programme to cover civilian and military affairs”.

Talking about Afghanistan Simmons said it was a difficult operation and they were committed to a long-term approach. It included firstly a comprehensive approach concentrating on security issues in Afghanistan and second with NATO’s transition policy that in time Afghanistan will train its army and police so they take responsibility of their state. In this regard July 2011 is not the deadline, rather, it’s the part of the process of withdrawing troops.

Simmons also highlighted common challenges that confront NATO partners including proliferation, WMD’s not falling into the hands of non-state actors, terrorism and extremism, regional and ethnic conflicts, failed states, vulnerabilities of cyber system, environmental and climatic issues..

Mr. Simmons said that NATO does not want to be a global alliance but the challenges that have been mentioned before can arise anywhere in the world so it (NATO) must now respond to threats that are global in nature.

Earlier Mr Simmons was was warmly welcomed by Chairman/Director General,ISSI Dr. Tanvir Ahmad Khan.

Mr. Khan referred to the report titled NATO 2020 saying that it gives a roadmap of how NATO visualizes its journey through 2020. Pakistan public is concerned with the drama unfolded by NATO in Afghanistan.

He also referred to the common debate on the existence of NATO after the demise of the WARSAW Pact and the growing Russian apprehensions of NATO’s slow creep towards it.

Looking at Baltic States Mr. Khan added that if Ukraine, Belarus and Georgia joins NATO, it would be something different but dangerous to world peace.

He said that NATO’s engagement in Afghanistan is not a surprise since NATO served in other Muslim countries like Kosovo. Mr. Khan raised some questions for Mr. Simmons on how would NATO look at Obama’s initiative to withdraw US troops from Afghanistan in July 2011? What are NATO’s future plans and will it be able to fulfill its plans?

Robert Simmons is responsible for NATO-Russia and NATO-Ukraine relations, Euro-Atlantic Integration and Partnership, and relations with other organizations, including the European Union.

Apart from current engagement Mr. Simmons served as Senior Advisor to the United States Assistant Secretary of State for European and Eurasian Affairs on NATO.

He had served as the senior Arms Control and Disarmament Agency (ACDA) Representative to the negotiations which resulted in the 1987 Treaty on the Elimination of U.S. and Soviet Intermediate Range Weapons (the INF Treaty). Mr. Simmons was assigned to the U.S. Embassy in Pakistan in 1993-95.
