Others have always plaid their games in Afghanistan, be it superpowers or neighbors, if there is total withdrawal i gave you the account.And before 2001 what enabled the Taliban to come to power? I would argue it had something to do with the total US withdrawal from Afghan affairs when the Soviets left. The Afghans were used as a tool and then discarded when they were no longer useful.
I have a hard time believing the US cares about the Afghan people.
