AOA Seniors,

I would like seniors to give their opinion on the on going process of setting up National Security Policy. Specially shed some light on the organization (NACTA) how will this department perform the main duties, what will be the main purpose of this organization?

Will NACTA be able to coordinate between all LEAs and Intel Agencies successfully? What will be the authority given to this organization etc?

Please give precise details and opinions as possible. Thank you

Kindly share your views on revamping of NACTA and security policy being set for Pakistan.

NACTA (National Counter Terrorism Authority) was formed in 2009 and was supposed to to reinforce the ongoing counter terrorism efforts.

“It would work as a think tank and would conduct research, propose measures and to chalk out a National counter terrorism action plan after consulting all stakeholders”, Malik said, adding that the prime minister had approved the idea, and a budget for the project had also been sanctioned. The minister said the authority would have an intelligence wing which would operate in collaboration with the various other intelligence agencies and would strengthen the intelligence network in the country.

However, since 2009, nothing has been done and probably nothing will be done.



According to the sources, the National Security Policy, which includes strategic and operational aspects,
  1. Will provide a framework for the government to maintain public security and hold dialogue with militants.
  2. The policy will review the operational capacity of the law enforcement agencies and provide more mechanisms to maintain law and order in cities and towns.
  3. The third aspect of the security policy is the counter-terrorism strategy.
  4. The government will be focusing on enhancing security on western border, development of FATA and other border areas to bring people in the national mainstream.
  5. One of the major challenges for the government will be to follow a strategy to engage various groups of Pakistani Taliban to find a permanent solution to the deadly wave of extremism and militancy going on for years.
  6. Other challenge is to maintain peace in Karachi, for which an operation against terrorists, target killers, extortionists and other criminals is continued since the first week of September.
 
National security policy is need of the nation of country. It is the duty of Govt to provide it.
