Where went the modern enlightenment then? Even in rigid Saudi Arabia the ID Cards, where applicable, are not without photos of women. The Government of Pakistan sometime early 90s banned issuance of NICs and Passports to ladies without photographs. They were advised to replace the old one. But now in the modern enlightenment we re-allowed without photographs only because the Choudharies win their elections from their home constituencies only on basis of female voters. In Pakistan this constituency is on top where female population is highest as listed. Which returning officer can have courage to ask a Chaudharys constituency women to show her face for identity.
