Conference expected to deliberate a roadmap for drug law enforcement

The Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir will inaugurate the two-day first National Conference on Drug Law Enforcement here tomorrow. The conference is being organsied by the Narcotics Control Bureau (NCB), Ministry of Home Affairs. The Union Home Minister Shri Rajnath Singh will be the Chief Guest at the closing session on 24th March.

More than 50 State and Central law enforcement agencies involved in combating drug trafficking have confirmed their participation in this Conference. This includes State Police forces, State Excise departments, Border Guarding Forces, Central Armed Police Forces (CAPF), Directorate of Revenue Intelligence (DRI), Central Bureau of Narcotics (CBN), CBI and other Central agencies involved in drug enforcement work. More than 110 delegates are expected to attend this Conference.

Conference working sessions will be focused on various topics such as ‘Wider context of drug trafficking in India’, ‘Financial Investigations’ and ‘Foreign & Cyber Investigations’. There will be presentations by various agencies attending the Conference as well as specialist presentations on topics of importance. There will also be experience sharing by UN and foreign law enforcement agencies.

The Conference is expected to deliberate a roadmap for drug law enforcement and come up with recommendations.

Narco-Terrorism a serious problem for India, says Minister

The Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir today said that Narco-terrorism and its funding is a serious problem for the world, especially for India. Inaugurating the two-day first National Conference on Drug Law Enforcement here, he said the challenge for law enforcement agencies and the society is to prevent drug abuse among youth. The minister said, the problem of drug trafficking assumes importance for India as it lies in the “Golden Crescent” and “Golden Triangle” as a transit route for drug mafia. He said that India’s nodal drug law enforcement agency, the Narcotics Control Bureau (NCB) has been sharing intelligence information with other agencies of the world in tackling drug trafficking.

Shri Ahir said that new challenges emerge in the form of Pharmaceutical drugs, precursors and synthetic drugs and the law enforcement agencies need to adopt new methods and technologies to curb this menace. The minister said the agencies must also take strong legal measures as the conviction rate in narcotics-related cases is very low. The Minister said that Ministry of Social Justice and Empowerment gives 90 percent financial aid to NGOs and other social organizations for creating awareness among youth against drug abuse and for rehabilitation of drug victims and training centres.

The conference is being organised by the Narcotics Control Bureau (NCB), Ministry of Home Affairs. The Union Home Minister Shri Rajnath Singh will be the Chief Guest at the closing session tomorrow.

India’s vulnerability to drug trafficking due to its location in Golden Crescent and Golden Triangle Government scheduled seven new substances in the list of Narcotic drugs in 2017 to curb trafficking

The Union Home Minister Shri Rajnath Singh said that India is vulnerable to narcotic drug trafficking as it is located between two largest Opium producing regions of the world i.e. Golden Crescent in the west and Golden Triangle in the east. He was speaking at the Closing Ceremony of the two-day National Conference on Drug Law Enforcement organized by Narcotics Control Bureau (NCB), Ministry of Home Affairs here today.

Shri Rajnath Singh said that drug trafficking and abuse pose serious threat to our societies and is matter of serious concern for all of us. He said that drugs endanger peace, health and stability across regions and it places a heavy burden on public health systems. Hence all of us have to work towards prevention of narcotic drug abuse, Home Minister appealed. He emphasized both on supply reduction and demand reduction of drugs. He said, diversion of precursor chemicals and production and trafficking of New Psychoactive Substances poses another challenge. The Minister also highlighted that the illicit cultivation of Opium and Cannabis in some parts is a matter of concern and must be suppressed.

Shri Rajnath Singh pointed out that during 2017, various drug law enforcement agencies effected seizure of 1,991 kg Opium, 2189 kg Heroin, 1,96,792 kg Ganja, 2657 kg Hashish and 67 kg Cocaine. Various agencies also carried out destruction of illicit cultivation of cannabis and opium poppy all over the country, he said.

The Minister expressed concern that involvement of foreign nationals in drug peddling poses another significant challenge of drug trafficking in India. He said, during 2017, 332 foreign national have been arrested in drug cases in India. He added that these foreign nationals were found involved in trafficking of Cocaine from South America to India via Africa and trafficking of Heroin and Precursor chemicals to South East Asia and Africa.

Highlighting several policy and other initiatives by the Government to deal with drug trafficking problem, the Home Minister said, it constituted Narco-Coordination Centre (NCORD) in November, 2016 and revived the scheme of “Financial Assistance to States for Narcotics Control”. Besides, he said, in 2017, the government approved new Reward Guidelines with increased quantum of reward for interdiction or seizure of different illicit drugs.

The Minister pointed out that for effective coordination with foreign countries including neighboring countries, India has signed 37 Bilateral Agreements/Memoranda of Understanding. In last four years, he said, we have signed 05 Bilateral Agreements/MoUs with Australia, Singapore, Mozambique, Thailand and Nepal in drug matters.

Taking note of emerging drug abuse pattern, he said the government has scheduled 07 new substances into the list of Narcotic drugs in the year 2017 so that action can be taken against trafficking in these substances. The Minister said, Narcotics Control Bureau has been provided funds for developing a new software i.e. Seizure Information Management System (SIMS) which will create a complete online database of drug offences and offenders.

Shri Rajnath Singh said, the government has constituted a fund called “National Fund for Control of Drug Abuse” to meet the expenditure incurred in connection with combating illicit traffic in Narcotic Drug, Psychotropic Substances; identifying, treating and rehabilitating addicts, and educating public against drug abuse, etc. Further, he added, the government is conducting National Drug Abuse Survey to measure extent, pattern and trends of drug abuse in India through Ministry of Social Justice & Empowerment with the help of National Drug Dependence Treatment Centre of AIIMS. He said, there is urgent need to encourage use of technology in drug interdiction.

To stop the inflow of money generated from illegal trade of narcotic drugs into our economy, proper financial investigation needs to be conducted in each significant NDPS case, the Minister said. The Home Minister also called for identifying drug syndicates & cartels and their kingpins and take stern action against them to disrupt their illegal business. He said, we need to spread more awareness among the public particularly among youth about ill effects of drug abuse and need to create adequate infrastructure for treatment, rehabilitation and harm reduction for the victim of the drug abuse.

247 awareness generation programmes conducted in educational institutions during 2017-18 to prevent drug abuse by children

The Ministry of Social Justice and Empowerment implements a "Central Sector Scheme of Assistance for Prevention of Alcoholism and Substance (Drug) Abuse" which provides financial assistance to eligible Non-Governmental Organizations, Panchayati Raj Institutions, Urban Local Bodies, etc. for, inter-alia, running and maintenance of Integrated Rehabilitation Centres for Addicts to provide composite/integrated services for the rehabilitation of addicts including child users.

The Ministry has issued an advisory to all States and Union Territories on 11.8.2016 for taking coordinated action to address the problem of drug abuse which, inter-alia, includes prevention of substance abuse among children in the country such as:-

  1. Providing appropriate facilities for children including street children.
  2. Establishing separate and specialized de-addiction treatment centres/facilities for drug dependent children, especially in Government Hospitals/Medical colleges.
The National Institute of Social Defence (NISD), an autonomous organization under Ministryof Social Justice and Empowerment conducts sensitization and preventive education programmes in schools and colleges on regular basis. Till now, during the year 2017-18, NISD has conducted 247 awareness generation programmes in various Schools and Universities/Colleges covering 23006 beneficiaries.

Besides, the Ministry has, in the year 2016, conducted an awareness generation programme, in collaboration with Society for the Promotion of Indian Classical Music and Culture Amongst Youth (SPIC MACAY), to create awareness in children and youth about the harmful effects of substance abuse in 156 schools in 22 districts of Punjab covering about 52,800 students.

The Government of NCT of Delhi have informed that the All India Institute of Medical Sciences (AIIMS) has given study report on size estimation of street children who use drugs in Delhi. The number of street children who had used any drug (including tobacco) in last one year is 23,240 and children with use of any other drug excluding tobacco is 15,470. The number of street children in Delhi estimated to be using a substance in last one year is as follows- tobacco – 21,770, alcohol- 9,450, inhalants- 7,910, cannabis- 5,600, heroin- 840, opium- 420, pharmaceutical opioids -210 and sedatives – 210 street children.

National Crime Records Bureau have informed that a total of 53 and 34 unnatural accidental deaths were reported due to drug overdose (including Medicinal/Narcotics & Psychotropic Drugs) by the children (below 18 years) during 2015 and 2016* respectively. Social audit of Welfare Schemes of Ministry of Social Justice & Empowerment

While the Ministry of Social Justice & Empowerment does not conduct social audits for its welfare schemes, the Ministry and its Corporations have a robust mechanism for monitoring the progress of the schemes/programmes being implemented through the various agencies viz. (i) State Governments/UT Administrations (ii) Non-Governmental Organisations and (iii) its own organisations viz. National Institute, Corporations etc. The monitoring framework includes inter alia (i) Monitoring performance of schemes through the quarterly/annual progress reports furnished by the State Governments/UT Administrations; (ii) Review of Financial and physical performance regularly to ensure that the allocations provided for the schemes of the Department of SJ&E are fully utilized; (iii) Organizing Conferences of State Social Welfare Ministers and the State Welfare Secretaries wherein all the schemes get reviewed. States/ UTs are also advised to strengthen their monitoring mechanism; (iv) The Ministry and its Corporations also sponsor evaluation studies from time to time through independent third party evaluation agencies to check the effectiveness of the Schemes; and (v) The Finance and Development Corporations have also evolved the monitoring and evaluation mechanisms of the schemes implemented by them and have put in place internal as well as external monitoring mechanisms.

The Ministry awarded third party evaluation studies in respect of some of its major schemes during 2018-19. The studies completed are as follows: (i) Functioning of Old Age Homes/Day Care Centres and Integrated Rehabilitation Centres for Drug Addicts (ii) Venture Capital Fund for Scheduled Castes Entrepreneurs (iii) Self Employment Scheme for Rehabilitation of Manual Scavengers (iv) Outcome Based Evaluation of Babu Jagjivan Ram Chhattravas Yojana for SC and Construction of Hostels for OBC Boys and Girls (v) Outcome Based Evaluation of Post-Matric Scholarship Scheme for Scheduled Castes (SCs) & Other Backward Classes (OBCs). The evaluation studies affirmed the effectiveness and usefulness of these programmes with suggestions for their improvement.


Social organizations have been involved in the implementation of some of the central sector welfare schemes of the Ministry. These includes central sector schemes of Voluntary Organizations working for SCs, OBCs, senior citizens, de-addiction centers and the divyangjan. Scheme details are available on website of the Ministry – http://socialjustice.inic.in and http://disbilityaffairs.gov.in.


Social organizations are currently not involved in the implementation of centrally sponsored welfare schemes of the Ministry.

Assam Rifles seizes Rs 16 crore worth World is Yours drug consignment in Manipur

The Assam Rifles on Monday apprehended Rs 16 crore worth banned drugs called World is Yours (WY) from a person travelling on a bus in Manipur’s Tengnoupal district.

The vehicle was checked at Khudengthabi check post, along Imphal-Moreh road, around 4.30 pm by the 12 Assam Rifles.

“On thorough checking of the bus, WY Tablets were found in a modified concealed compartment of the bus,” said Assam Rifles (south) PRO in the release, adding that it was the largest recovery of drug consignment so far.

The recovered drug along with apprehended individual has been handed over to Directorate of Revenue Intelligence (DRI), Imphal.

A source claimed that the market value of the recovered WY tablets, which weighs around 38.52 kg and numbering approximately around 3,20,000 in 1600 packets, would be approximately Rs 16 crore.

Commonly known as WY or World is Yours, these are methamphetamine tablets, which also contain caffeine. These tablets, which can be smoked, snorted, ingested or injected, are more harmful than amphetamine to the cardio vascular and central nervous systems.

Myanmar is the largest producer of these tablets, which is brought to India through Manipur’s borders.

Since 2017, the 12 Assam Rifles has recovered contraband items worth approximately around Rs 70 crore.

Officials of DRI could not be contacted immediately for further details.

On March 13, 2018, 12 Assam Rifles personnel had apprehended an alleged drug peddler with brown sugar and WY (World is Yours) tablets worth over Rs 11 crore while checking a Tata Sumo at a check post at Tengnoupal.

As per record of Narcotics Control Bureau, four cases were registered in the period 2015 to 2017 by various Drug Law Enforcement Agencies, in which ‘Dark Net’ was used for sale and purchase of Narcotic Drugs and Psychotropic Substances.

The Information Technology Act, 2000 provides legal framework for addressing all types of prevailing cybercrimes in the country. Law Enforcement Agencies take appropriate actions according to law as and when such crime comes to their notice.

This was stated by the Minister of State for Home Affairs, Shri HansrajGangaramAhir in a written reply to a question in the Lok Sabha today.

Major seizure of opium in Ajmer district and of cocaine at Mumbai Airport by Narcotics Control Bureau

In a very significant achievement a team of Narcotics Control Bureau (NCB), Jodhpur seized 56.850 kgs. of Opium along with 19.930 kg. of poppy straw. This is the biggest seizure of Opium in the year so far by NCB or any other enforcement agency. The seizure was affected after developing intelligence over a period of time near Piplaj Toll plaza on NH 8 from a truck. Three persons have been arrested. The source of the seized drugs is reported to be Chatra district of Jharkhand.

In another significant achievement, a team of NCB, Mumbai seized 4.300 Kgs. of high grade Cocaine at Mumbai Airport. This is only the second seizure of over 4 kg Cocaine in India in the current year. First 4 Kg. seizure was also by a NCB team (at Cochin). This was a Intelligence based operation where two foreign nationals (Peruvian) were checked on alighting from a flight and found to be in possession of the Cocaine. Both have been arrested. The case is under Investigation.

The Narcotics Control Bureau has seized 50 kilograms of heroin, worth ₹250 crore in the international market, from a truck in Jammu and Kashmir’s Ramban district, an officer said Thursday.

Acting on a tip-off, a Delhi-bound truck coming from north Kashmir’s Kupwara district was intercepted by the NCB sleuths at a toll plaza near Jammu on Monday, said Narcotics Control Bureau Zonal Director .

Fifty drug pouches stuffed under apple crates were found. The truck driver has been arrested, Narcotics Control Bureau Zonal Director said, adding that the seized heroin’s value was ₹250 crore in the international market.

The Narcotics Control Bureau has seized 161 kg of heroin valuing ₹800 crore from Jammu alone this year.
