Nandipur Power Project functional again, producing 445 MW electricity: Khawaja Asif

ISLAMABAD (Staff Report) – Federal Minister for Water and Power and Defence Khawaja Asif on Wednesday said that Nandipur Power Project has been made functional again and that it is currently producing 445 MW electricity.

In a statement the minister said that coal and furnace oil was being used to produce electricity in the power project. He added that Water and Power Ministry is taking required steps to keep the project in stable working condition.

Nandipur Power Project came in limelight when the 425 MW project suddenly stopped working merely weeks after inauguration in July this year. The controversy resulted in sacking former project director, who was earlier conferred Sitra-e-Imtiaz for the project, and audit of the project from international organisations.

During the tenure of the previous governments, the project was delayed for about four years resulting surge in it cost from $329 million to $847 million.

Nandipur power plant is second most largest thermal power plant of country after Guddu which has a capacity to produce 747 MW electricity.

Regret to admit that Pakistan’s Energy Policy has been run by amateurs. One would have thought that a country with oil import bill in excess of 10-billion dollars despite the sharp drop in oil prices; would have top notch professionals drafting the Energy Policy, Sadly not so.

It was only during the early years of Musharraf, when an Oil professional Mr Usman Aminuddin was the Minister of Petroleum & Natural Resources. (We owe de-regulation of Petroleum Import to his policies.) Since then Ministers in charge of Pakistan’s Energy have been less that capable to say the least. Here is an article by Dr Atta-ur Rahman. I respect him immensely as an eminent scientist (Chemist) but he is not totally blameless as he was in the Cabinet when CNG was introduced in the transport sector in Pakistan which eventually resulted in severe gas shortage. However despite this, his article is worth a read.

I am including this under this section because Nandipur Power project was conceived and initial contract signed in 2008. It was initially $574-million project and with such a large amount involved one would expect due diligence by competent professionals. Hence if there is a basic planning and /or design fault; Musharraf & Dr Atta-ur Rahman must bear some responsibility.

The global energy scenario is undergoing profound changes on several accounts. First, the oil prices have dropped, making it relatively uneconomical to invest in new oil shale oil and gas explorations as long as the oil prices remain relatively low.

Second, there are significant developments taking place in solar cell technologies, and the prices of solar based installations have dropped to about half of what they were about three years ago. Third, there have been exciting developments in alternative sources of energy which promise to change the way our world will be generating energy 30 years from now. These include the development of more efficient wind turbines, use of bio fuels, generation of hydrogen as a fuel from water by catalytic cleavage of the hydrogen-oxygen bonds, and the possibility of nuclear fusion finally becoming possible after decades of frustrating research.

Pakistan has the fifth largest river system in the world, and our hydropower potential is estimated to be 46,000MW, although we have been able to exploit only about 14 percent of this potential. About 4500MW of power can be generated by the installation of low-cost hydel plants on the riverheads in Punjab.

The energy sector presents a sad state of massive and rampant corruption by those in power for the last 30 years. In 1984 about 59.3 percent of Pakistan’s electricity was produced by hydroelectric power plants. This should have been expanded – being the cheapest source of electricity. However, corrupt leaders with vested interests came in the way and decided to import expensive oil-based plants. By 1990, the share of electricity generated from hydroelectric power dropped to 45 percent, and the continued corruption subsequently has further reduced it so that it now stands at only about 29.3 percent of the total energy mix. In contrast, oil has grown to 37.8 percent and gas stands at about 30 percent.

The massive construction of dams and reservoirs was deferred repeatedly and expensive oil based power plants, often obsolete, were imported, thereby bringing the industrial sector to its knees because of the high cost of power generation. Despite having one of the largest coal reserves in the world, we ignored the use of coal for electricity production, although in India 55 percent of the energy requirements are met by coal, while in China this stands at 67 percent.

Under a highly biased power policy that was steeped in corruption, a major crime against the nation was committed in 1994 when independent power producers (IPPs) were allowed to set up operations in Pakistan. The policy was promoted by the international finance institutions that readily agreed to make loans available for these projects. Low efficiency and obsolete single cycle generation plants were established by the IPPs as they were guaranteed costs plus 15 percent profit. The IPPs were guaranteed a return on costs, however high they may be. The Rental Power Plants (RPPs) present an even more shameful story of corruption.

It has been stated that the World Bank played a negative role in leading Pakistan in the wrong direction in the energy generation sector and many have accused this organisation of joining hands with corrupt governments, eventually bringing Pakistan to its knees economically. In an article by Fahd Ali and Fatima Beg it is stated: “Declaring itself one of the government’s main advisors in power policy matters (World Bank. May 11, 2001)., the World Bank is also partly responsible for the IPP debacle”.

For example, it should have strongly advised the government to lower the offered tariff as soon as it became clear that too many IPPs were being accepted. The World Bank also admits to some of these errors (World Bank. May 11, 2001). It criticises its own preparation of PSEDP 1 and 2 and states that the long-term credit fund (LTFC) and its future were not given adequate thought. It goes on to say that the Bank should have ensured the NDFC was able to manage this fund (Dawn. July 9, 2001. ‘NDFC insolvent, says WB report’).

The Bank’s Implementation Completion Report (2001) states: “Insufficient attention was devoted during appraisal of PSEDP 2 to the affordability of private power in Pakistan”. (https://www.sdpi.org/publications/files/A106-A.pdf).

A judicial investigation into this national disaster is warranted, and if the World Bank is found guilty, then the organisation should not be allowed to operate in Pakistan again. More recently it has been alleged that the sharp rise in costs in the Nandipur Power Project is also due to corruption, though this remains to be proved.

It is notable that hydel power has a relatively low production cost – it varies between Rs1.18 and Rs4 per unit. The cost of electricity production from coal is also quite low, about Rs6 to Rs7 per unit. However, with thermal power plants, the cost can vary and it can be as high as Rs25 per unit. Since these have been running well below their capacity, the cost often exceeds Rs50 per unit.

The agreements with the IPPs force the government to pay a certain amount irrespective of production. Wapda was officially forbidden from building thermal power plants so that our leaders could get huge kick-backs by opening the doors to foreign imports of obsolete and inefficient power plants – a criminal act that has doomed the nation for decades to come.

Pakistan has coal reserves that are estimated to be about 186 billion tons. The proven reserves are about 579 million tons, which should last for 180 years. The Thar coal fields can produce about 50,000MW of electricity and 100 million barrels of oil each year for the next 500 years. However, instead of properly using this huge wealth, our corrupt leaders obtained huge kick-backs and piled up billions of dollars abroad by opting for expensive imported power plants based on oil.

Today coal contributes only 0.1 percent for electricity production in Pakistan. There are also large unused gas reserves in Pakistan. The Tal Block near Kohat has estimated gas reserves that are comparable to those in Sui which need to be exploited immediately. There is also huge scope for renewable sources of energy – wind, solar, biomass, algae – that need to be exploited.

When I was the Federal Minister of Science and Technology in 2000, we had funded a project for the wind mapping of Pakistan. The data collected at different heights across the country over a two year period by the Pakistan Meteorological Department revealed an extraordinary fact: there was potential of up to 50,000 megawatts of electricity generation from wind power alone in the area in the coastal areas of Sindh and Balochistan, particularly in the region between Kati Bandar, Gharo and Hyderabad.

We should establish plants to make wind turbines within the country, as is being done in India and China, and manufacture our own wind mills in order to utilise this huge potential. Nuclear power plants are also an excellent option, though their installation has been opposed by certain vested interests in Pakistan.

The Plant was restarted on 22 October for test runs

nandipurproject-pakistan-nawaz_5-31-2014_149383_l.jpg

The ministry of water and power on Thursday said that the Nandipur power plant had been started on test basis.

The ministry said that the plant would be made completely functional within a month. The ministry lauded Chinese and Wapda engineers for their invaluable efforts to make the plant functional again.

Sources said at least two turbines have been started for the initial testing phase. At least, 230 MW electricity is being produced by the two turbines.

Federal Secretary Water and Power Muhammad Younas Dagha, in an interview to Radio Pakistan, said the government was conducting the audit of the project with help of three reputed firms and stern action would be taken against the persons responsible for the controversy.

He endorsed the government’s vision of “end to load shedding by 2017.” Dagha said a significant decline in power outages was visible as compared to 2013. He credited the incumbent government for the act.

Earlier in the ongoing week, National Accountability Bureau (NAB) Chairman Qamar Zaman Chaudhry said the investigations into the Nandipur probe had completed. He said the phase completed covered its stages from approval to inauguration. The second phase of the probe, he said, would include reasons for increase in cost and payments.

Can't trust N-league. They betrayed the nation on nandipur project in past. Not surprise for me if they are speaking lie again .

People at the helms truly lack intelligence, and thats not only the politicians

.
There was never any problem with the electricity generating machinery or the turbines. The plant was originally designed to run on gas; however since gas was not available due to severe shortage; problems arose when the machinery was modified to burn furnace oil.

Imported LNG from Qatar is supposed to replace the natural gas that would be allocated to Nandipur Power plant for power generation so that over all gas supply is not adversely affected.

What is not being explained is that imported LNG was initially meant to reduce gas load shedding in the country and when you divert part of the LNG to replace Nandipur gas feed, less LNG is available to other users. In other words; until such time that capacity for re-gasification is increased; gas load shedding is here to stay.

LIE. Only Imran have power to power 350 Damns for power.

Honourable sir,

I don’t go by the claims of the politicians, being lies or gross exaggerations. Anyone who was old enough in ZA Bhutto era will remember the fanfare & cheers in the National Assembly where supposed crude from the Dhodhak field was displayed. Pray tell me where is the crude?

Fact: Per OGRA figures current shortfall of natural gas in Pakistan is 2-billion cft per day.

Pakistan: Gas Shortage Crisis – Causes and Remedies | The London Post

Fact: De -gasification capacity of Engro LNG terminal is 4.5-million tons per year.

IFC invests in Pakistan’s first LNG import terminal - Oil & Gas Journal

Since 1 metric ton LNG = 48,700 cft of natural gas. This translates into about 600-million cft per day capacity.

Fact: Second LNG terminal is currently put on hold but it would be of 500-million cft per day capacity.

Second LNG terminal: Court asks SSGC to invite bids again - The Express Tribune

This means total LNG import capacity of 1.1- billion cft per day. With the gas short fall being already 2-billion cft per day; even after 2nd LNG terminal is in operation in 3 years’ time, only half of the current shortage will be covered. This excludes projected increase in demand due to population & industrial growth.

Diverting LNG to power generation implies that Pakistan’s industry & household consumers would continue experiencing gas load shedding until Iran- Pakistan pipeline comes into play. Converting existing Furnace oil power plant to gas from now onwards means making gas load shedding even more painful.

The above vindicates my assertion that Pakistan’s Energy policy is run by nincompoops who don’t give a fig for the suffering of ordinary household gas user. However the above is the analysis of an ordinary person like me, you are welcome to believe what you desire.

Please read it carefully, it is clearly mentioned that "Gas Conversion" plant will be installed in a few months. Furnace oil in only temporary, it is scheduled to run on gas.

Pakistan to convert Nandipur plant to gas - Gas To Power Journal

Just think about it!

Original plant designed to burn gas. Then converted to dual fuel, primarily furnace oil and furnace oil treatment plant only sufficient for 250 MW production against plant capacity of about 450 MW. Then reverse the process & re-install gas conversion plant!!! If it is not a mega scandal, then what do you call it; mega stupidity?

It was originally costing Rs 23-billion ( $475-million) but now costing Rs 81-billion ( $778- million). Cost over run of $ 303-million. Option to cash in $35-million guarantee is nothing compared to cost over run & leaving the machinery to rot at Port Qasim for 4 years. Obviously my countrymen are gullible and easily taken in by misinformation.

In May last year, Prime Minister Sharif inaugurated the first 95MW turbine, out of the total four, and announced the project would be fully commissioned by the end of the year. However, the plant has remained shut for most of the time.

Approved in 2007 at a cost of Rs23 billion, the Nandipur project was delayed for three years due to the Ministry of Law’s refusal to clear sovereign guarantees. In 2013, the cost was revised upwards to Rs58 billion.

A petition filed with the National Electric Power Regulatory Authority for determining the power tariff has put the cost at over Rs81 billion. The plant is also not technically viable, as its furnace oil treatment plant capacity is not adequate for a 425MW project.

There are many plants which are scheduled to run on Gas. KAPCO,Hallmore,Saif they are all gas specific plants but they are all running on alternative fuel. Nandipur can run on RFO,GAS and HSD. It's a tri fuel plant. RFO treatment plant treats the furnace oil. However, it produces lower cost electricity than than newer hydal plants in KPK. CC plant can even be more cost effective on expensive gas like LNG because of efficiency gains.
