N offers MQM, ANP 92 seats to get rid of govt
By: Javaid-ur-Rahman | January 05, 2012 |
ISLAMABAD - The National Assembly on Wednesday saw the tension between Pakistan Muslim League-N and PPP at its peak while both the parties traded barbs and PML-N even went to the extent to offer their 92 members to the House to get rid of the PPP-led government.
Meanwhile, in another major development the Leader of the Opposition Ch. Nisar Ali Khan came up with the demand for formation of a high-powered commission on formation of the new provinces.
The House also passed a bill the Delimitation of Constituencies (Amendment) Bill, 2011 thus bringing the provisions of Delimitation of Constituencies Act, 1974.
Speaking on a point of order, Chaudhry Nisar Ali Khan said that PML-N President Nawaz Sharif had not said that the ‘PML-N would establish military courts again to control law and order in Karachi’.
He on the behalf of PML-N President further clarified that Nawaz Sharif never said in Karachi that if he came into power, he would establish military courts
He came down hard on Prime Minister Syed Yousuf Raza Gilani for his speech in the House, saying that it has been the tradition of the House not to hit anyone who is not the member of this House but it was not done in the House.
He said that his party PML-N and its leadership totally rejects the idea of establishing military courts in any part of the country.
He also shared the background of establishment of military courts in Karachi during the PML-N government, saying that decision had been taken by the Cabinet. Nisar said he had opposed the idea strongly but it was passed with majority vote.
‘Later Supreme Court termed those courts against law and we accepted its decision sans any protest’, Nisar added.
About debate on creation of new provinces on the other day in the House, he said that PML-N was not against creation of new provinces in the country but this sensitive matter should be dealt carefully following the Constitution.
Nisar, without naming the MQM, remarked that the party which was demanding Seraiki and Hazara provinces in Punjab and Khyber-Pakhtunkhwa had no single seat in Provincial Assemblies of both the provinces.
‘PML-N is not against Bahawalpur, Hazara or any other province but it is against the creation of provinces on linguistic basis’, he added.
‘If provinces are created on basis of language, it will create unending unrest in the country and Punjab can afford provinces on lingual basis but other provinces could not bear the process’, he maintained.
Leader of opposition also demanded the formation of a high-level commission on creation of new provinces.
He said that they will have to reach consensus on numerous issues like grounds of divisions, assets, liabilities, etc.
He also termed it an attempt to divert the attention from real issues of the masses. He was of the view that the rulers know they will be rejected by the masses in next elections for their bad-governance so they were adopting such tactics.
On it, PPP legislator Jamshed Dasti chanted slogan ‘Seraiki Suba Zindabad’ and he was responded from Opposition benches as ‘Jaali Degree, Jaali Degree’.
Another PML-N member Ahsan Iqbal offered support of 92 PML-N MNAs to ANP and MQM, saying that ‘get rid of PPP’s incompetent and corrupt government and we offer our strength of 92 MNAs to you to make your government’.
In response to the Ch.Nisar’s speech, PPP’s Chief Whip, Minister for Religious Affairs Khursheed Shah in a bid to settle scores started pointing out the misconduct of PML-N in Punjab.
He said that there was Rs 120 billion deficit in Punjab.
‘They (PML-N) will also attempt to close BISP programme in future, which is associated with 70 lakh poor families of this country’, he added.
‘Who are real responsible behind the power crisis. Why Supreme Court is not taking suo moto. Suo moto is taken on piece of paper why not on this. We are not afraid of contempt of court as we have many sacrifices’,he said, adding, that projects were closed in 1994 and suo moto should be taken on it.
He said investigation should be carried out on it.
He also raised the issue of pardon that was given by Pervez Musharraf at that time, saying that NRO is comparatively respectable.
Khursheed Shah made this point when the PML-N member during his speech were taunting the PPP-led government by chanting slogans of ‘NRO’.
We are ready for accountability as Opposition should avoid levelling allegations, he added.
‘They are taunted for changing statement but PML-N should also not change its statement.Mian sb should excuse from masses’, he added.
In response to Khursheed Shah, PML-N legislator Hanif Abbasi proposed a commission chaired by Khursheed Shah which would analyse their allegations.
‘If their allegations were proved false they were ready for accountability’, he added. Hanif Abbasi also strongly criticised the remarks of Khursheed Shah.
Minister for Water and Power Naveed Qamar said that Prime Minister would inaugurate Kunnar project next week, which in future helpful to meet shortage in gas sector.
‘Mere point scoring and blame game would not work as this is not the way to do politics’, he added.
Shahid Khaqan Abbasi said that a committee was formed to oversee power crisis but in three months only four meetings were held. On it, Naveed Qamar said that it was prerogative of Committee’s Chairman to call meeting.
The House also passed the Delimitation of Constituencies (Amendment) Bill, 2011 thus bringing the provisions of Delimitation of Constituencies Act, 1974 in conformity with Articles 51, 106 and 218 of the Constitution as amended by the Constitution (18th Amendment) Act, 2010.
The bill moved by Minister for Law and Justice, Maula Bakhsh Chandio and already passed by the Senate said that on the basis of the population a total 17 seats including 14 general and 3 women should be allocated to Balochistan province in the National Assembly.
Similarly, KPK should be given a total 43 seats including 35 general and 8 women seats, Punjab 183 including 148 general and 35 women, Sindh 75 including 61 general and 14 women, FATA a total 12 seats and Federal Capital two seats in the National Assembly. There would be a total 332 seats in the National Assembly, besides, 10 seats for the non-Muslims.
Earlier, before passing the bill the House unanimously allowed PML-N’s Zahid Hamid to introduce two amendments in the bill, which were later passed by the House.
A bill to give effect to the convention on the prohibition of the development production and stockpiling of bacteriological (Biology) and Toxin weapon and on their destruction [the biological and toxin weapons convention (implementation) bill 2012] was also introduced in the House.

Ok, where are resignations?

If PML-N is so fade up with the government, then they should immediately resign from National and provisional Governments. This will be last nail on the PPP Government.

This will be bad for Pubjab since the development started by Shahbaz will also end or will get delay, where He is looking to achieve things within months which used to take years to complete.

Yes ... youth ko rishwat main laptops dene hain ... aur barra kuch Punjab govt. k resources ko exploit ker k kerna hai ... They will never resign. I personally wish this govt. completes it's term and next time PTI comes with 9 tenth majority ... Inshallah

The Government should not end prematurely or else PPP will be back claiming they were not allowed to complete their Term

We endured them for almost 4 years i think we can survive a couple of more months

I cant believe our naive people still take the duopoly of PPP and PML-n seriously :P
