and in some countries.. any use of freedom of speech against religious figures is considered enough for death sentence (blasphemy) and that is "good sense" for the majority of the people in that particular country.

I hope you can see my conundrum. the definition of "good" is made up by the majority (or by whoever in power). the rest have to either bend or be called "bad" and maybe punished.

Yes and no.

There are enough examples, the PRC, for instance, to pluck one out of the air, where minorities have forcefully changed the views of the majority. More later.

Apki minorities kay paas aapse ziada huqooq hain Pakistan me. Aap superficial tareeqay se duniya dekhte hain. If you use a secular form of governance then you endanger the alleged minorities who don't think they are. Idealism is useless.
