RAW and Bangladesh

RAW AND BANGLADESH is an illuminating book written by Mr. Zainal Abedin, a senior Journalist of Bangladesh and published by Fatema Shahad in November 1995. It is printed by Madina Printers and distributed by Madina Publications, 38 Banglabazar Dhaka - 1100, Bangladesh.

Mr. Zainal Abedin is a former student leader and a freedom fighter that crossed over to India in 1971 for military training, joined the Mujib Bahini and fought for the freedom of Bangladesh alongside the Indian Army. Mr. Abedin holds a masters degree and a BEd.

In the book Mr. Abedin ponders over the events of 1971 and 'one particular incident chastises me the most', he writes, It was in April 1971 in the district headquarters of Noakhali, his home district, where the freedom fighters were gathering, that he met his neighbor. A middle-aged, mature and sober person, his most staunch supporter and admirer. 'He got hold of my hand and took me to a nearby restaurant'. Narrates Mr. Abedin, 'As we sipped tea, he started narrating the history of pre-1947 Bengal. He mentioned gory details of how the Hindus used to treat the Muslims and explained the reasons for creation of Pakistan. He said that struggling for one's right is different from break up of the country. He stated that India would first weaken us by breaking our unity and then exploit us. He added that his life time experiences had told him that India would never be sincere to Muslims. With tears in his eyes and hands trembling with emotions he quipped, 'Are you again going to make us the slaves of the Hindus?'

Mr. Abedin admits that he did not give any serious thought to the urging of his neighbor at that time as he was too young and emotional. 'The said question now haunts me often', he writes. 'The realization of what lay in store for us started soon after I crossed over to India. The attitude of our Indian handlers and trainers indicated that they treated us (the Freedom Fighters) not as friends but as agents. The real Indian face lay bare after the surrender of Pakistani forces, when I saw the large scale loot and plunder by the Indian Army personnel. The soldiers swooped on everything they found and carried them away to India. Curfew was imposed on our towns, industrial bases, ports, cantonments, commercial centers and even residential areas to make the looting easier. They lifted everything from ceiling fans to military equipment, utensils to water taps. Thousands of Army vehicles were used to carry looted goods to India. History has recorded few such cruel and heinous plunders. Such a large scale plunder could not have been possible without connivance of higher Indian authorities'.

From the conduct of the Indian Army it was evident that they treated Bangladesh as a colony. That was the time the question asked by his neighbor seriously surfaced in Mr. Abedin's mind. He feels that 'India through her notorious deeds has proved time and again that she is not our friend but an arch roguish foe', which has posed a grave threat to the independence and sovereignty of Bangladesh.

'It is now evident', writes Mr. Abedin, 'that India helped the creation of Bangladesh with the aim that it would be a step forward towards the reunification of India'. Soon after the creation of Bangladesh, India let loose all forces at her command to cripple the newly born country. Their aim was to precipitate its collapse and eventual merger with India to realize part of the Brahmanic dream about 'Akhand Bharat'. The most significant player of this heinous game is India's notorious intelligence agency, the Research and Analysis Wing commonly known as RAW. Established in 1968 and still 'eating into the vitals of Bangladesh'.

RAW has its own agenda particularly concerning neighboring countries and has great influence in formulation of external policy of India. Since the last few years RAW has become so powerful and influential that it has emerged as a major player in the internal politics as well.

Besides the usual functions as an intelligence agency, RAW is relentlessly working for attainment of the following objectives. One, to extend Indian sovereignty over unprotected and vulnerable smaller neighbors. Two, to enhance Indian influence particularly in the Indian Ocean region militarily, politically and culturally, so as to project and develop India as a future super power. Three, to implement the Brahmanic dream of establishment of 'Akhand Bharat'.

The book explains how RAW's popularity, acceptability and influence increased manifold after its success in disintegration of Pakistan in 1971 and annexation of Sikkim in 1975. However, its image suffered some setbacks due to debacle in Sri Lanka during 1987 and its failure to have Pakistan declared a terrorist state. Nevertheless it retains its image as the country's premier intelligence agency wielding considerable influence in the formulation of foreign policy and internal security.

The book goes on to explain the cardinal principles of RAW inspired foreign policy. Which is to exert influence on other countries under the cover of friendship and co-operation: resort to threat and coercion to achieve desired objective when necessary; insist on policy of bilateralism etc? RAW attains these objectives abroad by conducting extensive espionage activities by the under cover diplomats and staff posted in Indian Missions abroad; recruiting leaders and other important persons; putting pressure or luring through incentives; brain washing intellectuals and spreading cultural influence; promoting internal clashes and developing separatist movements; influencing the government, members of parliament and government officials; forming pressure groups by spreading false, and distorted news; arranging assassination of important personalities etc.

The author explains the espionage set up of RAW in and around Bangladesh. Inside the country the prime centers are Indian High Commission at Dhaka and Deputy High Commissions at Chittagong and Rajshahi. Another RAW organization operates around Bangladesh with its regional office at Malibagh, Calcutta. It has an annual budget of Rs. 20 crore and supervises the conduct of espionage and special operations inside Bangladesh. Its three regional offices are located at Darjeeling in the North Shillong, in the North East and Agartala in the East. Bangladesh is therefore very well covered from all sides.

RAW agents employed in Bangladesh can be divided into three broad categories. One trained Indian nationals who come as diplomats, journalists, businessmen, students, cultural activists, literature etc. Two, Bangladesh nationals for a variety of motives including financial rewards, business interests, ideological considerations (some Hindus). Three, officials of multi-national organizations, NGOs, business houses etc.

The book vividly describes how RAW operated in the former East Pakistan and helped in the creation of Bangladesh. After that it has consistently tried to destabilize the new country politically and financially with the aim of merging it with India as planned by the Indian National Congress. This fact is well illustrated by a letter written by Mr. Nehru on 23 May 1947 to Mr. Ashrafuddin, a congress leader from Comilla quoted by the author and attached as an appendix to the book.

'The Congress had stood for the union of India and still stands for it'. Wrote Mr. Nehru, 'But we have previously stated that we are not going to compel any part against its will. If that unfortunately leads to a division then we accept it. But inevitably such a division must mean a division also of Bengal and Punjab. That is the only way to have a united India soon after. If we can have a united India straight away without such a division, that will of course be very welcome'.

This book is written by a highly educated man who was a student leader, a freedom fighter, a politician, and is now a journalist of great standing in his country. It is written with great perception and knowledge, quoting accurate facts and figures to illustrate his point of view. It should be read by all those concerned with the well-being and prosperity of South Asia. The book does show India's policy, present attitude and future plans concerning her small neighbors.

Lately, NFB has become a waterhole for dunces. With sadness I say this. This used to be a thriving cyberspace with myriad-minded folks imbued with modernity. However, as of late, many obscurantist writers have been clogging the cyberspace with their fib. Read on and you will know what am I writing about.

Not a single issue of NFB that goes by these days without having some propaganda material blaring f.rom the front page. For the last few months a charlatan Bangalee by the name Mohammad Zainal Abedin had been posting his scribble in this news forum. He claims to be a researcher but he fails to tell the reader in which area he does his research. What is his academic credential and training to do research? He also claims to be a journalist. In which newspapers does he write? I routinely go through Dhaka’s English news dailies but never before did I peruse any article written by this “journalist.” If however he only writes for Inquilab or Sangram, then it is a different story. Since he is the one who is claiming all the outrageous stuff and NFB editor does not see that Abedin’s claims fall into the category of Yellow Journalism, the onus is on the writer and NFB editor to tell the readerships who this Mohammad Zainal Abedin is. After all, all these allegations about RAW doing bombings is coming f.rom him. In the same vein, he refutes the existence of Bangla Bhai and JMB.

I have seen a sea change in attitude among decent Bangladeshis who used to patently hate Sheikh Mujib and Awami League for whatever reasons. But these folks are coming around. Many readers may know that I have been writing about the growing menace of Islamization since 1997 when NFB came into the fore in cyber space. In fact, in 1998, I floated a web site by the name “Is Islamization of Bangladesh complete” in MSN. Many Bangalees were upset by my write-ups but I never swayed f.rom the truth. I could see the danger clearly coming f.rom the growth of Islamic fundamentalism in my ancestral homeland. A case in point is Dristipat’s managing director, Mr. Asif Saleh. He hated my write-ups so much that he used to pen short postings with derogatory remarks. He thought my assertion about BNP codling Jamaat and other fundamentalists were figment of imagination. It took Mr. Asif Saleh quite a few years before realizing that I was telling the truth all along. It is heartening to read an editorial written by him Daily Star on December 5, 2005, entitled “How did we get here.” The article is synonymous to the old Bangla phrase “Bhooter Mukhey Ram Naam.” But Mr. Asif Saleh had the epiphany at long last.

I knew that the likes of Asif Saleh who loved the party BNP would one-day see the light of the day. The day of reckoning is right now. But to change some diehard Islamists such as Mohiuddin Anwar or Mohammad Zainal Abedin is another matter. These folks will always smell *** in India. Their favorite view is – “India the proverbial six hundred pounds gorilla is out there to devour our Sonar Bangladesh.” They hardly know the fact that annexation of a country with 145 million people under this “New World Order” is unthinkable. It won’t sit well with the world community. Nonetheless, they will act like the proverbial Chicken Little who thought the sky is falling.

Mr. Mohammad Zainal Abedin is our Chicken Little who wrongly assumes that India is about to gobble up Bangladesh. He is not alone in this bizarre mode of thinking. Barrister Munshi, historian Tajul Islam Hashmi, rocker cum jazz musician Maqsood, ex-VC of Bangladesh Emajuddin, columnist Sadek Khan, and a whole slues of Bangladeshi thinkers, writers, newspapermen also hold such view. They think everything that ails Bangladesh is the handiwork of India and its agencies such as RAW, BSF, Army, etc.

Our “erudite” pundit, Mohammad Zainal Abedin, is now busily propagating the false notion that there is no such entity call JMB or Bangla Bhai in Bangladesh. He falsely argues that Islamic extremists are the figment of imagination by the India-loving press of Bangladesh. He also thinks that India has this great plan to prove to the world that Bangladesh is a “failed state.” In the end, he argues, India wanted to annex Bangladesh. But little do these charlatan writers understand the ground reality in South Asia.

Bangladesh has become an outright dangerous place on earth. Blame it on Huzurs, Muftis, Pirs, Mullahs, Shaikhul Hadis, Alems, Deobandis, Tabligis, and the entire shebang of Bangladesh’s religious world. These people are the ones who had been preaching ad infinitum since August 1975 to make this deltaic land into an Islamic Utopia. Not a day is wasted to preach and brain wash the young minds. Therefore, there is this proliferation of Qaumi madrassahs where they “teach” spiritual matters to convert the otherwise beautiful minds into hate-laden venomous one. In essence, these so-called Qaumi madrassahs have become snake farms. Mark my word, Mr. Zainal Abedin and Golam Arshad (aka Mohiuddin Anwar). Shying away f.rom the reality won’t help the ailing Bangladesh. Your propaganda to falsely accuse the PM of India to hatch a plan to destabilize Bangladesh is utterly deplorable. Do you care to know that in the summer months in 2004 Bangla Bhai and his marauding men were parading the streets of Rajshahi under the protection of police DIG, SP, OC, and ordinary sepoys? When the newsmen reported in various papers the government remained silent for a long time. A week later after the police let go Bangla Bhai and his men, they said – “There is no Bangla Bhai and he could not be found anywhere.” Now we read in the newspaper that some BNP lawmakers aided Bangla Bhai and his men to unleash a reign of terrors in Rajshahi, Bogra, Atrai, Naoga, Shantahar, and in the vicinity. Well, such is the reality in Bangladesh.

The Islamic politicians were also vocal about Bangla Bhai but in a strange manner. They said in unison –“There is no Bangla Bhai. It was created by the journalists.” These fibbers would let you believe that Islamic extremism hardly exists in Sonar Islamic Bangladesh. After all, Islam is a religion of Peace! What about the killing of the Jews in Medina after our peaceful prophet won the victory in war. But no, these are Jewish propaganda; Mohammad Zainal Abedin would foam through his mouth proclaiming these inanities. No Huzurs or Muftis are going to admit it lest the truth comes out in a cinch.

Now that the ordinary Bangalees of our motherland had realized where the snakes are coming f.rom to bite our people, they are very vocal now. To combat this growing trend the Jamaatis and other shadowy Islamic groups have hired the likes of Mohammad Zainal Abedin, Golam Arshad (aka Mohiuddin Anwar) to propagate the cyber space with their make belief stories. These stories have no meat so to speak. Without any proper attribution the charlatan scribblers are having a field day in NFB. No decent newspaper would publish the fibs created by the “researchers.” NFB is ruining its reputation by giving coverage to the fibbers’ story. In the end, the bulk of the readership would reject these insinuating write-ups. Posting these fake stories would be counterproductive but the editor of NFB hardly sees the reality. Like Abedin and Anwar, he probably also believe in the ****-and-bull stories that all the arrested Islamists and the suicide bombers are Indian lovers who are coming by droves to Bangladesh to detonate bombs and in the process dismembering their bodies and spilling blood so that Bangladesh becomes in the eyes of the world body — a failed state. They wrongly think that Bangladesh would be annexed by India to make one “Akhanda Ram Rajya,” the dream of Hindu fundamentalist. But are they in the catbird seat of power? Hell, no! The secularists are in power in New Delhi, aren’t they, Mr. Mohammad Zainal Abedin? Besides, why should they annex a nation that is plagued with corruption, nepotism, and extremism? India is smart enough to know that by taking Bangladesh under its fold, they will be inviting trouble. In fact, Bangladesh is a Pandora’s box that should never be opened. Sixty thousand snake farms is no joke either, Mr. Abedin? Get lost in obscurity. Bangladesh will face modernity without the obscurantist like you. Why is the editor of NFB siding with the dark force – I don’t get it!

I suppose one needs enemy so that he or she could blame the enemy for all his or her misfortune. India-bashing is a national pastime for some in Bangladesh . If they do not do it routinely, as one could put humorously, they will suffer from indigestion.

SAN-Feature Service : Of all the nations that constitute South Asia, Bangladesh has become the most dangerous nation. Look at the news headlines and one will draw that conclusion in a cinch. The growth of extremism in Bangladesh in the last decade or so has not surprised many erudite scholars and analyst but we have many amateurs in the field who had mistakenly pointed finger at India for all our national failures.

As bomb makers and detonators became sophisticated, more and more innocent people fell victim to the act of terrorism. On the face of it, our disingenuous commentators again made a lot of cacophony in the newspapers and other media to blame India’s intelligence gathering organization for all the terrorism that are seemingly linked to religious extremism.

Recently, a book was published in Bangladesh written by a neophyte who suffers from the delusion that anything bad happen to Bangladesh is the handiwork of RAW. “Raw and Bangladesh” is the name of this book penned by Mohammad Zainal Abedin. The book was serialized in a cyber forum and that is the way I came to learn about this seemingly innocuous book.

But when I started to read some excerpt, I could no longer this book, which was designed to float a giant conspiracy theory. To the writer, if the egg laying hens of Bangladesh fail to produce egg countrywide, India (read RAW) would be made responsible for this theoretical calamity. Such is the extent of these writers’ insular views.

This article of mine will analyze the mindset of these Bangalee patriots. Disturbingly, there is no dearth of them in the country . Many mediocre writers in Bangladesh (even some academicians) have found solace in penning very anti-Indian article for whatever reasons. Many of these articles are written ad hominem, to say politely.

Every so often one will find newspaper articles or some books that are very critical of India. These folks would have rendered a patriotic duty had they penned articles critical of Bangladesh’s government. When Islamism was on the rise may I ask where Mohammad Zainal Abedin was? Now that the nation is treading the slippery slope of Islamism and bomb making is becoming a thriving cottage industry, Mr. Abedin and his cohorts will assume the role of the proverbial ostrich burying their head in the sand. Their operating philosophy goes something like this – see no evil, therefore, no evil deed goes on in Sonar Bangla. But the moment one mentions about India, they will lift their head from the sand asking what the rotten thing India has done against Bangladesh.

Many in Bangladesh look at India disdainfully. This is a very sad development. Why do they do it? I suppose one needs enemy so that he or she could blame the enemy for all his or her misfortune. India-bashing is a national pastime for some in Bangladesh . If they do not do it routinely, as one could put humorously, they will suffer from indigestion.

The India-bashing had been going on ever since Maj. Gen. Ziaur Rahman and his followers met in Kurmitola cantonment to draw the blueprint of a nationwide transformation from democratic secularism to Bangladeshi Nationalism (with Islam, of course). Gen. Ziaur Rahman was abetted by many intellectuals including newspaper editors, lawyers, barristers, educationists, businessmen, etc., when the Pakistani trained military man had consolidated his power. He also ushered in a new brand of politics to rehabilitate the Fifth Columnists – the Jamaat leadership and a whole slues of Razakars who opposed the creation of Bangladesh in 1971.

Beginning from 1976 through 1996 the nation had gone through two despotic regimes and one quasi-democratic administration. The rulers of this period (20-long years!) most certainly opted for the growth of fundamentalist variety of Islam. The seed of Islamism was sown in early 1976 and the germinating plant was nourished by subsequent rulers including Sheikh Hasina.

Now that the fruits are being harvested as bombs are being blasted routinely at judges and lawyers in court houses, the same people are crying foul. They have decided to usher in their own “jihad” to wipe out religious extremism at long last from Bangladesh. Funny as it may sound, Mr. Zainal Abedin should now come into the fore to proclaim that these bombs are being detonated by the agents of RAW.

The readers may think that my imagination is running wild. But heck, no! Only few months ago three Bangladeshi scribblers in the cyberspace had littered many forums with their delusional pieces in which they lambasted India (RAW) for the evil design of anything that is out of kilter in Sonar Bangla. Such is the pervasive mentality of those intellectuals. Under this backdrop, it would be a miracle if Mohammad Zainal Abedin would not find time to pen his magnum opus to find evil in Indian institution.

I have the slightest of idea who this person is. Is he a researcher? I read his scribbling in NFB and I see that in one chapter (chapter 17: BTV and Radio Bangladesh) he only cites one reference and that too is a dubious source (Vernacular daily newspaper Sangram is a mouthpiece of Jamaat, which is not authoritative source by a long shot). These writers are not alone who are deft in penning virulently anti-Indian articles. A professor of Rowan College, New Jersey, USA is the sage and Guru of this school of thought. The scions of a late stooge of Gen. Ayub Khan also did their part to make India-bashing a national sport . Another intellectual charlatan, a former vice chancellor of Dhaka University, who is a trigger happy “intellectual” to lambaste India for whatever reason.

These writers and thinkers formed the bulwark against anything good about India. I am yet to see article where any of these writers have passed their judgment about the strength in Indian higher education. College graduates from allover India flock to the West to pursue post graduate studies while graduates from Bangladesh’s universities have hard time convincing the admission committee to accept them as worthy students. I could possibly go on at length to make my point that the root of anti-Indian feeling amongst a section Bangladesh’s intellectuals stems from a bout of inferiority complex. But others may disagree with me.

Let me get back to the ‘work’ of alarmist writer, Mohammad Zainal Abedin. In his infinite wisdom he pointed out that the BTV and Radio Bangladesh artists were unusually influenced by India; therefore, he proclaims – the RAW has influenced the cultural landscape of Bangladesh.

Many Christian fundamentalists routinely say in America that Hollywood has upper hand in pop culture in America. It is true that in any given time a small number of people who make movies, TV documentaries, serials, etc., would dictate their viewpoint of life through their work. But how does RAW come into the picture? Is Mr. Abedin implicitly hinting that the RAW had been funneling money in Bangladesh to pay the artists, directors, writers, etc., so that they would deviate from the ideals that are germane to Bangladeshi brand of nationalism.

Mr. Abedin talks profusely about certain national ideals that form the core value of Bangladeshi culture. He wrote in his book that the productions of drama and musicals in BTV and Radio Bangladesh often deviate from the “ideals” that form the “code of ethics.” He bluntly put it that RAW has infiltrated the BTV and Radio Bangladesh. Therefore, the works broadcasted from these organizations often do not portray the “code of ethics” or mores of Bangladesh.

I was told by many of my relatives and friends that Bangladeshi people are literally crazy about watching Hindi tele-serials. Many folks in Bangladesh would opt for Mumbai-made or Delhi-made tele-serial over the garden variety programs made by most Bangladeshi productions. This goes to prove that television viewers would go for colorful and lighthearted programs. The viewers may have dichotomy in their personal life. They may be conservative when it comes to social values and religion but for entertainment they may go for modern stuff. Human beings are very complex animal and often times give conflicting message in their everyday life.

Mr. Mohammad Zainal Abedin shows a bout of delusion when he writes about Rabindranath Thakur and how much influence the modernist author has in Bangladesh culture. The poet cum dramatist was lambasted by Mr. Abedin for not writing much about Muslim Bangalees. The poet is a product of late nineteenth century Bengal that was dominated by educated Hindu Babu Class. The Muslims mostly remained in the countryside engaging in agricultural activities. What could Rabindranath write about the mundaneness of Muslim culture? If one looks carefully at Rabindranath’s short stories and novels one would find that the writer mostly wrote about transition of life from village to city and the socio-political changes that were taking place in Bengal and how people’s life were challenged by these changes in the society.

The problem that I find with the likes of Mohammad Zainal Abedin is as follows: these guys are not expert in comparative literature and in all honesty they are well read but these folks are all agog when it comes to critique Rabindranath. With very little background in literature, these self-proclaimed social and political critiques masquerade as social commentators; they often do take the onus on them to harshly judge Rabindranath for the his non-portrayal of Muslims in his writings. These Bangladeshi critiques often see the world through a lens coated with Islamism. Thus, Rabindranath’s literature becomes unsavory in the taste bud of Bangladeshis (as per their analysis).

Mohammad Zainal Abedin should know by now that it is very difficult to push down the throat of any person or group of people any object of art, music, painting, etc. Bangladesh’s people love certain light-hearted songs of Rabindranath and these songs will be sung by people no matter what the RAW does in Bangladesh. To tell the intelligentsias that Bangladesh’s culture has been penetrated by RAW is the crudest joke that I ever heard. The likes of Mr. Mohammad Zainal Abedin would always resort to the “conspiracy theory” through which they will tell us that a vile force is working to change the cultural landscape of Bangladesh.

When the satellite TV brings a deluge of Mumbai-based programs into the living rooms of millions of Bangladeshis, then, Mr. Abedin’s heart do not race, but mere a mention of Rabindranath Thakur brings a violent reaction in him. AS I wrote earlier, these people have made a career out of lambasting India for no good reason.

Since I take a very different view of India-Bangladesh relationship, I was named a “India-lover,” “Raw agent” and whatnot? In response to these epithets I wrote that the salary that I receive from my employer could not be matched by RAW. The agency will go bankrupt to higher a handful of Bangalees who make decent salaries in academic research.

Mr. Mohammad Zainal Abedin and his cohorts are doing a gross disservice to his motherland. Their myopic views will be counterproductive for Bangladesh. Instead of pointing finger at India, these so-called intellectuals should ask some critical questions such as – why is the nation doing so poorly in academic matters? Why the society has became so violent as of late. Why couldn’t Bangladesh compete internationally for good-paying jobs?

India bashing should stop right away so that people could ask some introspective question. The politicians of erstwhile East Pakistan were goaded by Pakistanis to become staunch anti-India. Even though the country came out of the shackle of Pakistan in 1971, but the way the likes of Mohammad Zainal Abedin act, I get the feeling that Pakistanis are still the masters of Bangalees. They fed us the poison in 1947 and we still are poisoned for over half a century. Instead of pointing out the evil in India, why not emulate the virtues that are making India a very competitive and modern nation. –SAN-Feature Service

As I have been saying indians even spending money to hire some stooges in US and EU. Now one more of this type identified. Obvipusly, colleage teaching does not pay as much as indian pay roll. Other than towing indian lines and visceral attack on people who exposed RAW and indian subversive activities, he could not offer any explantion to Bangladeshi people why they are net victim of indian agression and interference.

India's Designs to Harm Bangladesh Using Islamic Militancy as Pretext

During the recent Awami League rule (1996-2001), India began a propaganda war which claims Islamic terrorists are becoming active in Bangladesh. A section of Dhaka-based dailies frequently made reports about the existence of the militancy in Bangladesh. They repeatedly alleged that the Muslim terrorists were being trained deep in the jungle of Chittagong Hill Tracts, or Sundarbans or different madrashas of the country. Security forces instantly rushed to those spots mentioned in the dailies, but found the reports fake and baseless. To provoke the America-led western power India deliberately launched media campaign that Bangladesh has become a safe base of al-Quada and Taliban terrorists. To promote the idea of the existence of the Islamic militant groups in Bangladesh, the government even officially published booklets on the eve of the US President Bill Clinton's visit to Bangladesh. American government, however, still officially claims that there is no real Islamic militancy in Bangladesh, rather Bangladesh is a moderate Muslim democratic country.

During its rule, AL government arrested a number of madrasha teachers and students and Imams of the mosques branding them either as terrorists or their godfathers and claimed that some of them were trained in Afghanistan or Kashmir. But the court failed to prove the allegation and they were released. But neither India nor AL stopped their fake propagation and their followers or hired columnists stopped their campaign. India and its allies in Bangladesh were **** sure about the existence of such extremist groups in the country, as they fueled them. It is unfortunate that our ministry of Home Affairs failed earlier about India's hand in floating a number of India-sponsored outwardly Islamic terrorist outfits that clandestinely served in the interest of India in justifying the allegation of India and its Bangladeshi allies.

India's constant aggressive designs to create disturbances in her neighbouring countries ventilates her expansionist as well as jealous attitude against her peace loving and innocent neighbours is known to all. But India is particularly intolerant towards her neighbouring Muslim countries, Bangladesh and Pakistan, as they were curved out of British India. India, after 58 years of the partition of the subcontinent, unfortunately failed to forget the spirit of two-nation theory. She applies this theory in dealing with the Muslims inside her own territory and beyond.

The recent bomb attacks on some NGO installations and cultural soirees and the subsequent arrest of some terrorists under the guise of so-called Islamic militants and their gangleaders unveiled India's involvement. A number of Bangladeshi dailies on February 25, 2005, quoting the interrogation of the arrested informed, that the recently banned so-called Muslim outfits - JMTB (Jagrata Muslim Janata Bangladesh) and Jamaatul Mujahiden-were the brainchildren of Indian intelligence agency-RAW. The outward and instant aim of floating these outfits was to justify Indian allegation that Bangladesh is a haven of the Islamic terrors and provoke the government to take stern action against the madrashas, their teachers and students. Such step will make the government unpopular among the people that will deter the possibility of returning to power of the alliance government and pave the way to install a puppet government in Dhaka. The long-term design is to invite American-led anti-terror invasion or get American permission to invade Bangladesh so that either the invaders or their puppets in Dhaka gradually can close down the madrashas and crush the Islamic scholars, intellectuals, and even the pro-nationalist forces and ultimately make Bangladesh a vassal state of India.

Now the question arises why India is inimical to madarasha education in Bangladesh.

Historically, India believes in the unification of the pre-1947 map of the British India, which means destruction of independent Bangladesh. Indian policy makers believe that madrashas and madrasha education are main sources of inspiration of pro-nationalist forces. So long these institutions exist in Bangladesh, it will not be possible to control and keep Bangladesh under her occupation if she invades and captures it eve in remote future. Indians are aware that the maulanas, mulllahs, imams, pirs, darvishs, in brief the Muslim religious leaders, organised and led all the anti-British movements and struggles in the subcontinent when the Hindus extended their unconditional support to British occupation and exploitation. So the real resistance in Bangladesh will come from the madashas, whenever India bids to capture it. On the other hand, this education keeps the candle of Muslim identity alive in Bangladesh, which is the main bar of the reunification of the British India. For this reason madrasha as well as madrasha education has become the prime
target of India. After the emergence of Bangladesh in 1971, India tried its best to ban madrasha and Islamic education in Bangladesh alleging that all the teachers and students of madrashas were collaborators and they should be tried and given exemplary punishment. But the then government paid no heed to pressure of Indian government, though madrahas remained closed for certain period of time. But India did not lose heart; rather worked vigorously over the years to defame the madrahas and their teachers and students branding them anti-liberation forces. Madrassas were termed as the producers of 'rajakars' and anti-liberation forces. Demand was raised from the pro-India elements to close down madrashs and madrasha education. During the immediate past AL rule, madrasha teachers and students passed hard days and many of them were the victims of harassment and persecution and thrown into jail under fake allegations. Pro-lndian print media branded the madrashas as Taliban training centres. Same of the madrashas were closed down during the AL regime (1996-2001). Moreover, all the governments were directly and indirectly influenced to change the curriculum and syllabus of the madrasha education in the name of modernisation and reformation, so that the students and teachers are gradually diverted to secularism, which is the road to the unification of dreamy 'Akhand Bharat.' Above all, the debacle of AL in the general election of 2001 scared India of and it came to this conclusion that religious parties played the vital role in installing a nationalist government in Bangladesh. Indian intelligence are confirmed that the ruling alliance will come out victorious in the coming election scheduled to be held in 2006. Though the government adopts soft policy in dealing with India, it does not respond positively in allowing transit or port facilities to India or allow her forces to use Bangladesh territory to fight against the militants of her northeastern states. Moreover, the relatively independent foreign policy of the alliance government, its internal success stories, above all its 'look east' policy scared Indians strategists that Bangladesh would get out of Indian fold if the alliance is allowed to form government again. For all these reason, India took hard line against the
alliance government. Other than disturbing the government in hundreds of ways, Indian agencies clandestinely recruited agents from those who are outwardly seen and known as religious and have relations with madrashas. This is how India now uses the card of the presence of the Islamic militancy in Bangladesh in order to crush religious education and brand Bangladesh a terror-infested country and isolate it from the international community and install a puppet government to turn it into a secular vassal state and annex it to India in course of time when Muslim identity will be replaced by secular spirit.

Quoting intelligence agencies a number of Bangladeshi dailies said, both the recently banned outfits were floated, financed and guided by RAW to carryout disruptive and subversive activities. 'The Inqilab, "The Manbjamin," The Amar Desh,' 'The Naya Diganta,' other dailies of Dhaka on February 25, 2005, unearthed how RAW floated a number of socalled Islamic militant outfits, JMJB (Jagrata Muslim Janata Bangladesh), Jamaatul Mujahideens, etc., to implement Indian design and controlled and guided their activities from across the border. Police recovered some vouchers from the house of Mantazar Rahman, which
show that some unnamed persons used to come from and go to India through the Hilly Border. The arrested cadres confessed that an assembly of learning the holy Quran used to hold at Jaypurhat residence of Jamaatul Mujahideen Commander Mantazar Rahman and others on every Sunday and Tuesday. In those gatherings vegetables were served instead of beef during dinner or launch, but in Bangladesh, beef is the main item of such occasion. The intelligence agencies believe that the avoidance of beef indicates that some Hindus used to attend in those outwardly Islamic gatherings to brief the leaders and cadres of the outfits.

Other than briefing on subversive activities, other major task of these outfits, were to award erroneous 'fatwa' (Islamic Judicial decree). The main task of these RAW-financed organisations is to derail and crush the real pro-nationalist Islamic movement in Bangladesh. Indian RAW pours huge amount of money to expand these outfits and keeps them active. No worker of Jamaatul Mujahideen knows who was the real leader of the
outfit and from which source money comes.

It is learnt that a group of Rajshahi-based lawyers belonging to Awami League (AL) and a section of anti-government dailies assisted these groups in earning prominence and spreading activities of Shahadat-e-AI Hikma, another outfit. Its Amir, Syed Kaowsar Houssain was a half-educated Maulana. He was admitted into Rajshahi College in 1999, but could no sit for HSC examination due to financial crisis. Kaowsar does not have the financial or educational ability to run such a militant organisation. So the question arises, how he could gain financial ability to run the outfit. One pro-AL lawyer, Rashidul Islam of Rajshahi Bar assisted and financed Kaowsar in drafting the constitution and leaflets, posters and other publications of his outfit. Rashidul Islam also provided him
legal assistance when he was arrested along with his party worker. Sanjib Roy, the President of Hindu-Buddhist-Christian Okkiya Parishad, accompanied Kaowsar on a tour to India. Kaowsar was introduced in India with an Indian citizen Ashim Kumar who later took him to a hotel and arranged his appointment with such a person who claimed himself that he was Mafia godfather Daud Ibrahim. It is suspected that he was high-ranking RAW official.

On the other hand, Jamaatul Mujahideen headed by Dr. Ghalib Rajshahi University (RU) was floated in 1998 during Awami League rule. Most the leaders and workers of this organisation are the followers of Ahale Hadith. Abdur Rahman, who once acted as the Amir of Jammatul Mujahideen, is the husband of the sister of Mirja Azam MP of Jamalpur-3 constituency belonging to AL. Using his relationship with an AL MP Abdur Rahman procured the dealership of fertiliser and earned a lot of money during AL rule. On the other hand, Dr. Ghalib of RU who now heads the outfit maintains warm relation with some influential political leaders of different parties.

On the other hand, concealing his real profession and identity secret during AL period, Dr. Ghalib using a business passport went to India and stayed there for 11 days. When this forgery came to light, the then Register of RU Prof. Mohammad Younus served showcause notice on him and took disciplinary measures against him. But the initiative deterred and foiled due to the interference of the then Home Minister Mohmmad Nasim and the Mayor of Dhaka City Corporation Mohammad Hanif. Both belong to AL. During interrogation, the arrested persons informed that an Indian prominent religious leader used to come to Bangladesh and inspired them to work for Islamic revolution. A number of Bangladeshis got huge amount of money, arms, explosives and Other materials through this Indian religious leader. As a result, the activities of these groups suddenly expanded in bordering districts like Satkhira, Chapai Nawabganj, Rajshahi, etc.

It is learnt that Indian RAW tried to brand Bangladesh as a terrorist country using these elements The coal of raisine outwardly Islamic outfits was to throw the government to an awkward position-internally and internationally. When the government would take punitive measures against the outwardly Islamic militants, the common Bangladeshis will go against it. On the other hand, if the government remain mum, it will be isolated from the international community. In that case, India will get chance to prove that the government nurses the militants. India will also try to persuade the western powers to impose punitive measures against Bangladesh, including trade embargo, economic blockade, even military invasion. Its short-term goal is to unseat the present government, while its long-term goal is to isolate Bangladesh from the international community and finally invade her.

The international community should evaluate India's historical design and evaluate its involvement in imposing terrorism in her neighbouring countries, particularly in Bangladesh. If a giant country constantly designs to undo a tiny neighbour, it can neither wipe out terrorism, nor survive. India is well aware of this evil theory and deliberately creates terrorists in different sectors to meet her ulterior goal. India is the architect of terrorism in Bangladesh. Under this situation, international community before blaming Bangladesh for all sorts of terrorist activities, should identify the real sponsor of terrorism, that let loose the terrorists not only in Bangladesh, but also in other South Asian countries and ask her to refrain from such heinous misdeeds.

Crossfire War: Dhaka - RAW Uses Ford Foundation in Anti-Bangladesh Campaign

Night Watch: DHAKA - As recent news has been indicating there are now in action a number of attempts to destabilize Bangladesh. A Bangladesh language paper, the Daily Manavzamin has published the details of an intelligence report, from 2002, warning of a conspiracy to assassinate Prime Minister Khaleda Zia.

The article mentions that 12 people met at a secret training location on the India-China border and took commando training. Implicated in the report is a former leader of the Awami League, Shamim Osman. It implies that agents of the country’s intelligence service, NSI (National Security Intelligence) are active in the "neighboring country" where its intelligence service recruited and trained several criminals to carry out the attempt.

Quoting the report, "Several diehard criminals of a particular political party recruited a number of terrorists associated with arms smuggling syndicate and performed a grenade throwing exercise against a truck at a remote place of the neighboring country." The report accuses India’s intelligence agency RAW (Research & Analysis Wing) for the grenade attack and other explosions.

"Since the Udichi blast in Jessore district almost all terror activities inside the country have been carried out by the powerful intelligence agency of the neighboring country." The grenade attack on the Awami League rally killed 23 people.

Another article again accuses India’s RAW of using a Ford Foundation fellowship to pursue its Anti-Bangladesh media campaign.

The article concentrates on an Indian intelligence operative, Jaideep Saikia, who it says was trained at the Rashtriya Indian Military College in Dehra Dun. Ostensibly he conducted research work on supposed Islamic militancy in northeast India under a Ford Foundation fellowship awarded in 2003.

But in reality such accusations are reported daily in India’s electronic and print media and gives respectability to New Delhi’s claim that Muslims from Bangladesh deliberately infiltrate into India’s northeast Assam province either to form a new Muslim state or to merge it with Bangladesh. The same problem India has been encountering for years with Kashmir-Pakistan in India’s north.

Such analysis is one of the reasons there are those in New Delhi who regard Bangladesh as a greater threat than Pakistan. In the meantime there are no guarantees that Beijing would refuse to help both Islamabad and Dhaka during the next war with India, in spite of the diplomatic overtures being made by both New Delhi and Beijing in the name of regional stability. Though reports like the one compiled by Saikia could be used as a basis for India to invade Bangladesh, in the name of security, New Delhi’s fears could have some basis in reality.

I suspect Tehran has entered the conflict using the subtle approach of the 400+ bombs it exploded around Bangladesh and in the diplomatic community of Dhaka on August 17. It is no secret Islamic militancy has been spreading in Bangladesh, as in every other Islamic country from Morocco to Indonesia ever since the Khomeini revolution of 1979. Their aim is basically twofold: spread the faith and defeat the enemies of Islam, one of whom is India, who used to encourage the war with Pakistan, which is why New Delhi ignored the warning from their first Prime Minister Jawaharlal Nehru shortly before his death in 1964 on the dangers of Hindu extremism.

Tehran has some very concrete economic objectives, in the name of the Jihad, and any dispute, real or imagined, serves the purposes of the crisis driven Council of Guardians. Any crisis concerning Islamic people anywhere Tehran can blow it up, intensify it and use it as a unifying influence against the world around them.

Any military success or weakening of an economic rival such as the West, Russia or India serves Tehran’s economic agenda.

Have you guys heard of the radio transmitters installed by Indian agents all along the Bangladeshi border. These are being used to transmit thought altering electromagnetic waves to corrupt the youth of Bangladesh. Look at the recent victory of the Awami League party in the general elections. This was only made possible by these radio transmitters which were used to subtly change the thinking of the people and get them to vote for the Indian stooges. These transmitters have to be destroyed before the Bangladeshi people are completely corrupted.

While this is being done, there is an urgent need to shield people against the harmful effects of this high tech brain washing. A tin foil hat is found to be extremely effective against such methods. These can be worn under the skull caps to protect yourself from such harmful electromagnetic waves and it also makes a good fashion statement.

RAW : An Instrument of Indian Imperialism

The Research and Analysis Wing (RAW), created in 1968, has assumed a significant status in the formulation of India's domestic and foreign policies, particularly the later. Working directly under the Prime Minister, it has over the years become and effective instrument of India's national power. In consonance with Kautilya's precepts, RAW's doctrine is based on the principle of waging a continuous series of battles of intrigues and secret wars.

RAW, ever since its creation, has always been a vital, though unobtrusive, actor in Indian policy-making apparatus. But it is the massive international dimensions of RAW operations that merit a closer examination. To the credit of this organization, it has in very short span of time mastered the art of spy warfare. Credit must go to Indira Gandhi who in the late 1970s gave it a changed and much more dynamic role. To suit her much publicized Indira Doctrine, (actually India Doctrine) Mrs. Gandhi specifically asked RAW to create a powerful organ within the organization which could undertake covert operations in neighboring countries. It is this capability that makes RAW a more fearsome agency than its superior KGB, CIA, MI-6, BND and the Mossad.

Its internal role is confined only in monitoring events having bearing on the external threat. RAW's boss works directly under the Prime Minister. An Additional Secretary to the Government of India, under the Director RAW, is responsible for the Office of Special Operations (OSO), intelligence collected from different countries, internal security (under the Director General of Security), the electronic/technical section and general administration. The Additional Secretary as well as the Director General of Security isalso under the Director of RAW. DG Security has two important sections: the Aviation Research Center (ARC) and the Special Services Bureau (SSB). The joint Director has specified desks with different regional divisions/areas (countries):

Area one. Pakistan: Area two, China and South East Asia: Area three, the Middle East and Africa: and Area four, other countries. Aviation Research Center (ARC) is responsible for interception, monitoring and jamming of target country's communication systems. It has the most sophisticated electronic equipment and also a substantial number of aircraft equipped with state-of- the art eavesdropping devices. ARC was strengthened in mid-1987 by the addition of three new aircraft, the Gulf Stream-3. These aircraft can reportedly fly at an altitude of 52,000 ft and has an operating range of 5000 kms. ARC also controls a number of radar stations located close to India's borders. Its aircraft also carry out oblique reconnaissance, along the border with Bangladesh, China, Nepal and Pakistan.

RAW having been given a virtual carte blanche to conduct destabilization operations in neighboring countries inimical to India to seriously undertook restructuring of its organization accordingly. RAW was given a list of seven countries (Bangladesh, Sri Lanka, Nepal, Sikkim, Bhutan, Pakistan and Maldives) whom India considered its principal regional protagonists. It very soon systematically and brilliantly crafted covert operations in all these countries to coerce, destabilize and subvert them in consonance with the foreign policy objectives of the Indian Government.

RAW's operations against the regional countries were conducted with great professional skill and expertise. Central to the operations was the establishment of a huge network inside the target countries. It used and targeted political dissent, ethnic divisions, economic backwardness and criminal elements within these states to foment subversion, terrorism and sabotage. Having thus created the conducive environments, RAW stage-managed future events in these countries in such a way that military intervention appears a natural concomitant of the events. In most cases, RAW's hand remained hidden, but more often that not target countries soon began unearthing those "hidden hand". A brief expose of RAW's operations in neighboring countries would reveal the full expanse of its regional ambitions to suit India Doctrine (Open Secrets. India's Intelligence Unveiled by M K Dhar. Manas Publications, New Delhi, 2005).

Bangladesh

Indian intelligence agencies were involved in erstwhile East Pakistan,now Bangladesh since early 1960s. Its operatives were in touch with Sheikh Mujib for quite some time. Sheikh Mujib went to Agartala in 1965. The famous Agartala case was unearthed in 1967. In fact, the main purpose of raising RAW in 1968 was to organize covert operations in Bangladesh. As early as in 1968, RAW was given a green signal to begin mobilizing all its resources for the impending surgical intervention in erstwhile East Pakistan. When in July 1971 General Manekshaw told Prime Minister Indira Gandhi that the army would not be ready till December to intervene in Bangladesh, she quickly turned to RAW for help. RAW was ready. Its officers used Bengali refugees to set up Mukti Bahini and using this outfit as a cover, Indian military sneaked deep into Bangladesh. The story of Mukti Bahini and RAW's role in its creation and training is now well-known. RAW never concealed its Bangladesh operations. Interested readers may have details in Asoka Raina's Inside RAW: the story of India's secret service published by Vikas Publishing House of New Delhi.

The creation of Bangladesh was masterminded by RAW in complicity with KGB under the covert clauses of Indo-Soviet Treaty of Friendship and Co-operation (adopted as 25-year Indo-Bangladesh Treaty of Friendship and Co-operation in 1972).RAW retained a keen interest in Bangladesh even after its independence. Mr. Subramaniam Swamy, Janata Dal MP, a close associate of Morarji Desai said that Rameswar Nath Kao, former Chief of RAW, and Shankaran Nair upset about Sheikh Mujib's assassination chalked a plot to kill General Ziaur Rahman. However, when Morarji Desai came into power in 1977 he was indignant at RAW's role in Bangladesh and ordered operations in Bangladesh to be called off; but by then RAW had already gone too far. General Zia continued to be in power for quite some time but he was assassinated after Indira Gandhi returned to power, though she denied her involvement in his assassination ( Weekly Sunday, Calcutta,18 September, 1988 ).

RAW was involved in training of Chakma tribals and Shanti Bahini who carry out subversive activities in Bangladesh. It has also unleashed a well-organized plan of psychological warfare, creation of polarization among the armed forces, propaganda by false allegations of use of Bangladesh territory by ISI, creation of dissension's among the political parties and religious sects, control of media, denial of river waters, and propping up a host of disputes in order to keep Bangladesh under a constant political and socio-economic pressure ( "RAW and Bangladesh" by Mohammad Zainal Abedin, November 1995, RAW In Bangladesh: Portrait of an Aggressive Intelligence, by Abu Rushd, Dhaka).

Sikkim and Bhutan

Sikkim was the easiest and most docile prey for RAW. Indira Gandhi annexed the Kingdom of Sikkim in mid-1970s, to be an integral part of India. The deposed King Chogyal Tenzig Wangehuck was closely followed by RAW's agents until his death in 1992.

Bhutan, like Nepal and Sikkim, is a land-locked country, totally dependent on India. RAW has developed links with members of the royal family as well as top bureaucrats to implements its policies. It has cultivated its agents amongst Nepalese settlers and is in a position to create difficulties for the Government of Bhutan. In fact, the King of Bhutan has been reduced to the position of merely acquiescing into New Delhi's decisions and go by its dictates in the international arena.

Sri Lanka

Post- independence Sri Lanka, inspire of having a multi-sectoral population was a peaceful country till 1971 and was following independent foreign policy. During 1971 Indo-Pakistan war despite of heavy pressure from India, Sri Lanka allowed Pakistan's civil and military aircraft and ships to stage through its air and sea ports with unhindered re-fueling facilities. It also had permitted Israel to establish a nominal presence of its intelligence training set up. It permitted the installation of high powered transmitter by Voice of America (VOA) on its territory, which was resented by India.

It was because of these 'irritants' in the Indo-Sri Lanka relations that Mrs Indira Gandhi planned to bring Sri Lanka into the fold of the so-called Indira Doctrine (India Doctrine) Kao was told by Gandhi to repeat their Bangladesh success. RAW went looking for militants it could train to destabilize the regime. Camps were set up in Tamil Nadu and old RAW guerrillas’ trainers were dug out of retirement. RAW began arming the Tamil Tigers and training them at centers such as Gunda and Gorakhpur. As a sequel to this ploy, Sri Lanka was forced into Indian power-web when Indo-Sri Lanka Accord of 1987 was singed and Indian Peace-Keeping-Force (IPKF) landed in Sri Lanka.

The Ministry of External Affairs was also upset at RAW's role in Sri Lanka as they felt that RAW was still continuing negotiations with the Tamil Tiger leader Parabhakran in contravention to the Indian government's foreign policy. According to R Swaminathan, (former Special Secretary of RAW) it was this outfit which was used as the intermediary between Rajib Gandhi and Tamil leader Parabhakaran. The former Indian High Commissioner in Sri Lanka, J.N. Dixit even accused RAW of having given Rs. five corore to the LTTE. At a later stage, RAW built up the EPRLF and ENDLF to fight against the LTTE which turned the situation in Sri Lanka highly volatile and uncertain later on.(Rohan Gunaratna and J N Dixit ).

Maldives

Under a well-orchestrated RAW plan, on November 30 1988 a 300 to 400-strong well trained force of mercenaries, armed with automatic weapons, initially said to be of unknown origin, infiltrated in boats and stormed the capital of Maldives. They resorted to indiscriminate shooting and took high-level government officials as hostages. At the Presidential Palace, the small contingent of loyal national guardsoffered stiff resistance, which enabled President Maumoon Abdul Gayoom to shift to a safe place from where he issued urgent appeals for help from India, Pakistan, Sri Lanka, Britain and the United States.

The Indian Prime Ministe Rajiv Gandhi reacted promptly and about 1600 combat troops belonging to 50 Independent Para-Brigade in conjunction with Indian Naval units landed at Male under the code-name Operation Cactus. A number of IAF transport aircraft, escorted by fighters, were used for landing personnel, heavy equipment and supplies. Within hours of landing, the Indian troops flushed out the attackers form the streets and hideouts. Some of them surrendered to Indian troops, and many were captured by Indian Naval units while trying to escape along with their hostages in a Maldivian ship, Progress Light. Most of the 30 hostages including Ahmed Majtaba, Maldives Minister of Transport, were released. The Indian Government announced the success of the Operation Cactus and complimented the armed forces for a good job done.

The Indian Defense Minister while addressing IAF personnel at Bangalore claimed that the country's prestige has gone high because of the peace-keeping role played by the Indian forces in Maldives. The International Community in general and the South Asian states in particular, however, viewed with suspicious the over-all concept and motives of the operation. The western media described it as a display of newly-acquired military muscle by India and its growing role as a regional police. Although the apparent identification of the two Maldivian nationals could be a sufficient reason, at its face value, to link it with the previous such attempts by the mercenaries, yet other converging factors, indicative of involvement of external hand, could hardly be ignored. Sailing of the mercenaries from Manar and Kankasanturai in Sri Lanka, which were in complete control of IPKF, and the timing and speed of the Indian intervention proved their involvement beyond any doubt.

Nepal

Ever since the partition of the sub-continent India has been openly meddling in Nepal's internal affairs by contriving internal strife and conflicts through RAW to destabilize the successive legitimate governments and prop up puppet regimes which would be more amenable Indian machinations. Armed insurrections were sponsored and abetted by RAW and later requests for military assistance to control these were managed through pro-India leaders. India has been aiding and inciting the Nepalese dissidents to collaborate with the Nepali Congress. For this they were supplied arms whenever the King or the Nepalese Government appeared to be drifting away from the Indian dictates and impinging on Indian hegemonic designs in the region. In fact, under the garb of the so-called democratization measures, the

Maoists were actively encouraged to collect arms to resort to open rebellion against the legitimate Nepalese governments. The contrived rebellions provided India an opportunity to intervene militarily in Nepal, ostensibly to control the insurrections which were masterminded by the RAW itself. It was an active replay of the Indian performance in Sri Lanka and Maldives a few years earlier. RAW is particularly aiding the people of the Indian-origin and has been providing them with arms and ammunition. RAW has also infiltrated the ethnic Nepali refugees whohave been extradited by Bhutan and have taken refuge in the eastern Nepal. RAW can exploit its links with these refugees in either thatare against the Indian interest. Besides the Nepalese economy istotally controlled by the Indian money lenders, financiers andbusiness mafia ( RAW's Machination In South Asia by Shastra Dutta Pant, Kathmandu, 2003).

Afghanistan

Since December 1979, throughout Afghan War, KGB, KHAD (WAD) (former Afghan intelligence outfit) and RAW stepped up their efforts to concentrate on influencing and covert exploitation of the tribes on both sides of the Pakistan-Afghanistan border. There was intimate co-ordination between the three intelligence agencies not only in Afghanistan but in destabilization of Pakistan through subversion and sabotage plan related to Afghan refugees and mujahideen, the tribal belt and inside Pakistan. They jointly organized spotting and recruitment of hostile tribesmen and their training in guerrilla warfare, infiltration, subversion, sabotage and establishment of saboteur force/terrorist organizations in the pro-Afghan tribes of Pakistan in order to carry out bomb explosions in Afghan refugee camps in NWFP and Baluchistan to threaten and pressurize them to return to Afghanistan. They also carried out bomb blasts in populated areas deep inside Pakistan to create panic and hatred in the minds of locals against Afghan refugee mujahideen for pressurizing Pakistan to change its policies on Afghanistan.

Pakistan

Pakistan's size, strength and potential have always overawed the Indians. It, therefore, always considers her main opponent in her expansionist doctrine. India's animosity towards Pakistan is psychologically and ideologically deep-rooted and unassailable. India's war with Pakistan in 1965 over Kashmir and in 1971 which resulted in the dismemberment of Pakistan and creation of Bangladesh are just two examples.

Raw considers Sindh as Pakistan's soft under-belly. It has, therefore, made it the prime target for sabotage and subversion. RAW has enrolled and extensive network of agents and anti-government elements, and is convinced that with a little push restless Sindh will revolt. Taking fullest advantage of the agitation in Sindh in 1983 and the ethnic riots, which have continued till today, RAW has deeply penetrated and cultivated dissidents and secessionists, thereby creating hard-liners unlikely to allow peace to return to Sindh. Raw is also involved similarly in Balochistan.

RAW is also being blamed for confusing the ground situation is Kashmir so as to keep the world attention away from the gross human rights violations by India in India occupied Kashmir. ISI being almost 20 years older than RAW and having acquired much higher standard of efficiency in its functioning , has become the prime target of RAW's designs, ISI is considered to be a stumbling block in RAW's operations, and has, therefore, been made a target of all kinds of massive misinformation and propaganda campaign. The tirade against ISI continues unabated. The idea is to keep ISI on the defensive by fictionalising and alleging its hand is supporting Kashmiri Mujahideen and Sikhs in Punjab. RAW'S fixation against ISI has taken the shape of ISI-phobia, as in India everyone traces down the origin of all happenings and shortcomings to the ISI . Be it an abduction at Banglaore or a student's kidnapping at Cochin, be it a bank robbery at Calcutta or a financial scandal in Bombay, be it a bomb blast at Bombay or Bangladesh, they find an ISI hand in it (RAW : “Global and Rrgional Ambitions” Edited by Rashid Ahmad Khan and Muhammad Saleem, Published by Islamabad Policy Research Institute, Asia Printers, Islamabad, 2005).

RAW over the years has admirably fulfilled its tasks of destabilizing target states through unbridled export of terrorism. The India Doctrine spelt out a difficult and onerous role for RAW. It goes to its credit that it has accomplished its assigned objectives due to the endemic weakness in the state apparatus of those nations and failure of their leaders.

In consonance with Kautilya's precepts, RAW's doctrine is based on the principle of waging a continuous series of battles of intrigues and secret wars.

RAW, ever since its creation, has always been a vital, though unobtrusive, actor in Indian policy-making apparatus. But it is the massive international dimensions of RAW operations that merit a closer examination. To the credit of this organization, it has in very short span of time mastered the art of spy warfare. Credit must go to Indira Gandhi who in the late 1970s gave it a changed and much more dynamic role. To suit her much publicized Indira Doctrine, (actually India Doctrine) Mrs. Gandhi specifically asked RAW to create a powerful organ within the organization which could undertake covert operations in neighboring countries. It is this capability that makes RAW a more fearsome agency than its superior KGB, CIA, MI-6, BND and the Mossad.
