Those who used gullible people for their own interests are not saints. But those, who let them being used by the bigger powers for short term gains are equally guilty.
See how Vietnam did it. They had their own agenda. They fought the French for more than a decade and then the Americans for equal amount of time, if not more. The Soviets and the Chinese also got involved in it. But the Vietnamese achieved their objective, and then quickly settled the issue, moved on and now, they have good relations with the US.

They worried about their own good, that's all they did. That's how it should be, instead of getting involved in matters of others. So, the blame is on both the parties if things go wrong.
