1. The 21% figure that you are citing included both East Pakistan and West Pakistan.

2. West Pakistan had a Hindu population of 13-14% before independence (1947)

3. After independence and the partition of Punjab (where most Pakistani Hindus lived), almost all Hindus in western Punjab moved to India, and almost all Muslims in eastern Punjab moved to Pakistan. That's why the Hindu population dropped. It hasn't changed since then.
