If the matter is not resolved within a reasonable duration (2 days I guess), you may fax that complaint, with a covering letter, to MQM Secretariat London.

This is especially true when citizens like you are scared by propaganda to the point where you would rather succumb to the intimidating demands of 5-10 boys then to make a formal complaint and have the issue rectified permanently.

Let me also tell you, if you pay once then you are liable to pay every year and the demands may even increase. My advise is to go to the local Unit/Sector Office, with a few other shop owners, and speak to the responsible there, if it fails then proceed to NINE-ZERO with a written complaint and lodge it with whomever is present (there has to be atleast 1 senior parliamentarian/senate member present there at all times) as they are there precisely to look into such matters.
