Wonder why Uncle Sam decided to build transcontinental railroad to connect North America some 150 years ago while half of their population was still starving from poverty, lawlessness and economic depression. ?

First of all, not everything uncle sam does should be taken as a perfect example of doing things, secondly if we compare our rural hospitals to uncle sam's hospitals from 150 yrs ago i am still sure uncle sam will still win.
